FOREWORD FROM KEMENHUT The Ministry of Forestry of the Republic of Indonesia 2. 2. [belum ada materinya] FOREWORD FROM KEMEN-DKP The Ministry of Marine Affairs and Fisheries of the Republic of Indonesia [belum ada materinya] FOREWORD FROM RARE Human behavior is the biggest threat to the preservation of natural resources. Human exploits natural resources to meet his needs. Exploitation could have less serious impact if it is done in a non-damaging way or within the limits of nature’s ability to recover. Unfortunately, this is often not the case. Due to population growth and other reasons, human tends to choose the easy way even though it is destructive. Therefore the key to conserving natural resources is the change in human behavior. People who excessively exploit and damage natural resources need to change their behavior to become more conservative. Changes in behavior occur when one has the right knowledge and attitude. Hence the effort to change behavior fundamentally relies upon provision of the right information and awareness of the targeted audience. Providing the right knowledge, encouraging appropriate attitude and triggering supportive interpersonal interactions will give birth to a group of people who are ready and willing to change. However, it is possible that the change is not widespread and does not last because willingness and readiness are sometimes hit by major obstacles. So considerable attempts are necessary to eliminate these obstacles. In general, this is the framework of Pride Campaign, Rare’s flagship program worldwide and also in Indonesia. Rare and its partners have generated many lessons learned and success stories in Indonesia in the past five years. Rare in Indonesia still dreams and wishes to continue collaboration with more Indonesian partners in order to protect the country’s natural resources for the prosperity of its people. Although Rare’s work area covers both terrestrial and marine conservation, in the next three to five years we will still focus on marine areas. Finally I wish to thank the staff at Rare Bogor, the Ministry of Forestry, the Ministry of Marine Affairs and Fisheries, NGOs, donors, and local governments who have worked in partnership with Rare. Last but not least, the collaboration took place due to the overwhelming support from the central government, namely the Ministry of Forestry and the Ministry of Marine Affairs and Fisheries. Many thanks and appreciations are also 3. 3. extended to our donors: Walton Family Foundation, Margaret A. Cargill Foundation, Yeoh Family Foundation, and USAID, without whom the achievements and success stories documented in this book would not be possible. Rare Vice President for Indonesia Taufik Alimi FOREWORD FROM DIREKTUR ANGKATAN 5 BOGOR Pictures speak a thousand words and the human brain processes visual information dozens of times faster than written information. This brought about our decision to produce this photo book containing stories that illustrate the journeys of 12 Pride campaign managers in eleven regions in Indonesia, plus a region that—if recounted— could make a whole thick book of its own. Photos on the following pages are a visual depiction of the journeys of twelve people working hard to change people’s behavior, from threatening natural resources to protecting them. As a conservation organization, Rare believes that most—if not all—conservation issues root in human behavior that does not use natural resources sustainably. Therefore one obvious solution is to change human behavior. However, transforming human behavior is not an easy task. The photos in this book demonstrate various efforts taken by the 12 Pride campaign managers to disseminate the right knowledge, change the attitude of targeted audiences in order to appreciate the preservation of nature, and eliminate obstacles so behavioral changes could occur. We shall see in this book how the 12 Pride campaign managers developed partnerships with targeted audiences, making conservation fun and reaching all levels of community. Hard work and dedication in the past two years since 2012 have yielded positive results. In some areas, people are willing to set aside marine waters and to protect them as a fish bank. In other areas people are keen to obey the regulations in no-take zones and participate in law enforcement efforts. In general, support for conservation efforts has increased and grown stronger. I’d like to thank the Head of Komodo National Park Authority, the Head of Wakatobi National Park Authority, the Head of Central Lombok’s Office of Marine Affairs and Fisheries, the Head of Wakatobi’s Office of Marine Affairs and Fisheries, the Head of Muna’s Office of Marine Affairs and Fisheries, the Head of Kolono’s Office of Marine Affairs and Fisheries, the Head of Raja Ampat’s Office of Marine Affairs and Fisheries, Program Manager of TNC Raja Ampat, Program Manager of CI Raja Ampat, the Head of National Water Conservation Center in Kupang, Director of Sabah Parks, who supported and guided the 12 Pride campaign managers. Our great success and achievements would not be possible without the admirable support and cooperation of all parties. 4. 4. Mayalibit Bay is one of the most famous fishing grounds for local fisherman. This is a very unique site and rich with commercial fish, most particularly the ‘lema’ (Rastrelliger sp.) fish, which is abundant in the area. Intensive catch of the species could cause imbalance of the ecosystem in the area well covered with coral reefs. Although SPAGs are not yet identified in Mayalibit Bay, it is known as an aggregation site for fish. The geographic condition of the bay with very narrow single entry/exit point for fish and nutrient transport makes the site very vulnerable. This is a CI-sponsored site. Mayalibit Bay, covering 48,988 ha, directly benefits 1,200 people. Bertha demonstrates a passion and drives to work with the community for conservation. She has a good team supporting her, and being local and young, she indicates hope for future development as she is also experienced working in the field. This is an asset for the continuity of the campaign in the future. Bertha graduated from the University of Papua majoring in marine science. She has won direct supports from local fishers in Mayalibit Bay. The campaign focused on Gili Matra in North Lombok, covering three islands at a total manageable size of 2,954 ha, benefiting 3,618 people. The site has a status of a recreational park, which was one of the 8 marine sites transferred from the Ministry of Forestry (MoF) in conjunction with the declaration of the Coral Triangle in 2009. The three islands of Gili Matra is a popular tourist destination in Lombok. Threats to the area include overfishing, unsustainable fishing methods, and coral damage. Here, the National Water Conservation Center reports directly to MMAF. Healthy reef and fish ecosystem is key to community livelihoods. The economy in this area centers on tourism (70% of the community). CAMPAIGN MANAGER BACKGROUND (LATAR BELAKANG MANAJER KAMPANYE) Abdus Sabil Foto : ??? | Photo : ??? Muna is one of the districts in Southeast Sulawesi Province with Raha as its capital. 13. 13. Tiworo Strait consists of an archipelago of small islands, covered with mangrove forest and corals. Rich in fish biomass, Tiworo Strait is the fishing destination for fisherman from Muna and other neighboring districts. The 27,936 ha MPA has zoning system and ensures access for local fisherman. The NTZ is 9,543.06 ha or 44.22% of the total MPA. Buoy markers have been installed to socialize the MPA. The campaign targeted a total population of 8,026 people in and around Tiworo Strait. Buoy markers were installed in the Latoa Strait NTZ, and the Pokmaswas (community-based surveillance team) “Padakuang” have been functioning effectively. Other villages around Latoa Strait are interested to develop the Pokmaswas as well. CAMPAIGN MANAGER BACKGROUND (LATAR BELAKANG MANAJER KAMPANYE) La Ode Sairuddin Foto : ??? | Photo : ??? This is a TNC-sponsored site of 365,900 ha and is home to important endangered marine species. Total population targeted by the campaign was spread across 13 villages. This MPA is located in the southeastern part of Raja Ampat District. Raja Ampat is known so far as the richest reefs with the highest reef fish diversity in the world. The MPA consists of all coastal ecosystems including coral reefs, sea-grass beds, and mangrove forest, which have ecological relations between one another. Southeast Misool MPA is a critical habitat for endangered species such as the Papuan crocodile, hawksbill and green sea turtle, and on several survey, some species of whales and dugong were also found. Potential spawning aggregations for several species of fish with high economic value such as grouper and napoleon were also recorded. It also functions as a nursing ground, indicated by the existence of mangrove forest, although covering a relatively smaller area compared to coral reefs. Kemampuannya berpikir kritis masih perlu ditingkatkan. Devi is known as Dopat. He is the new campaign manager candidate replacing the previous candidate, Mugi, who got accepted in another scholarship program from the ministry. Holding a bachelor’s degree in forestry, Devi has worked for a long time in the field to protect the NP, but has little experience working in community outreach.
