Ang mambabatas ay magsusumite ng talaan sa Department of Budget and Management (DBM) ng mga proyektong ipapatupad. Ang DBM ay maglalabas ng Special Allotment Releases Order (SARO) sa mambabatas na mag-eendorso ng napili nitong NGO ni Napoles sa ahensiya ng pamahalaan na nagpapatupad ng proyekto.
