Single Dwelling Checklist ESSENTIAL REQUIREMENTS The following details MUST be submitted with your development application. Any development application that does not have all the following information will not be accepted.

Pre Application Council encourages applicants to discuss their proposal with Development Planning before lodging an application. A preliminary discussion with Council’s planning staff can be held at the Rosanna service centre without an appointment. Where a detailed response to your proposal is required, Council offers a formal pre application assessment service via email (service fee payable).  Site / Floor Plan- 3 copies  Elevations- 3 copies  A3 copy of all plans and elevations  An electronic copy of the planning application  Shadow drawings  A development summary table  Landscape Concept Plan – 3 copies  Environmentally Sustainable Design (ESD) Assessment  Additional Information (eg. Arborist Report).  Policy Statement  Neighbourhood and Site Description  Design Response & Streetscape plan  Feature Survey Plan – 3 copies

 Site Plan and Floor Plan Three (3) copies of a scale Site Plan and Floor Plan including: o

The boundaries and dimensions of the site

o

Existing buildings and trees (including accurate canopies and numbering consistent with any arborist report) to be retained and those to be removed

o

The location and internal layout of each building on the lot

o

Abutting land use and buildings (including habitable windows and private open space)

o

Site contours or levels and finished floor levels to (AHD)

o

Private open space

o

External storage space

o

Car parking spaces allotted to each building

o

Easements

o

Existing and proposed retaining walls / details of any cut and fill

o

Existing and proposed crossovers

o

Proposed access ways including paving treatments

o

Garbage bin storage areas

o

Mail boxes

o

The location of a rainwater storage tank for each of the dwellings

o

All major ESD features shown or annotated on plan indicating size and proposed connections i.e clothesline/ solar hot water systems, rain gardens etc.

o

Demonstrate that Passive Solar Design Principles have been considered.

 Elevations Three (3) copies of scale Elevations with all relative levels to (AHD) including: o

All floor, ceiling and roof pitches, external wall heights, overall building heights

o

A schedule of finishes, detailing materials and colours of main external surfaces including roofs, walls and fences

o

Elevations of any proposed fencing abutting public open space between the dwelling and the street must also be provided.

 An A3 copy of all plans and elevations  An electronic copy of the planning application: including all plans, elevations, associated documents and reports  Shadow drawings Shadow diagrams of the proposed buildings and adjacent structures at 9am, noon and 3pm at the September equinox  A development summary table providing the following information: Site area (in m2) and number of dwellings, size of each dwelling (in m2), site coverage (%), area of private open space for each dwelling (in m2), number and allocation of car parking spaces, existing and proposed area of the site to be covered with impervious surfaces (including buildings, paved areas, etc.) in m2 and of any public open space.  Landscape Concept Plan Three (3) copies of a scale Landscape Concept Plan (including the following) o

Site and dwelling boundaries (at ground level),

o

Clear delineation between landscape planting zones (garden and tree beds), useable open space areas (including paving, lawn, decks),

o

Building envelopes and driveways all to be shown in a different colour/hatching, details of all proposed fencing, existing and proposed street trees and overhanging trees on adjacent properties, planting proposed for screening adjacent private open space areas and windows,

o

Location of proposed underground services, and any measures to protect trees and their root systems during construction.

 Environmentally Sustainable Design Assessment (ESD) We are committed to reducing environmental impact through Environmentally Sustainable Design (ESD) principles. Applicants are encouraged to submit a Sustainable Design Assessment. Council encourages applicants to use the online Built Environment Sustainability Scorecard (BESS) tool to assess their proposal. www.bess.net.au For more information on ESD or BESS please refer to the ESD page on Council’s website https://www.banyule.vic.gov.au/Services/Planning/Environmentally-Sustainable-Development  Policy Statement A written statement describing how the development is consistent with any relevant policy for housing in the State Planning Policy Framework and Local Planning Policy Framework, including the Municipal Strategic Statement and local planning policies. The following information is required if you require a planning permit under the zoning of the land e.g. single dwelling on a lot less than 500m2  Neighbourhood and Site Description A neighbourhood and site description as described in Clause 54.01-1 of the Banyule Planning Scheme which must include all items listed within the Clause as well as accurate tree canopies of trees on the site, trees removed within the past 12 months, trees on neighbouring sites and street trees. The plan must also include front setbacks of nearby dwellings to enable an assessment as to whether the proposed front setback is appropriate, consistent with the streetscape or identify that there is no consistency.  A Design Response & Streetscape plan A Design Response as described in Clause 54.01-2 of the Banyule Planning Scheme which must include all items listed in the Clause, including a written description of how the proposal meets the objectives and standards of Clause 54, a written description against Council’s Residential Neighbourhood Character Policy (Clause 22.02) and provide correctly proportioned street elevations showing the development in the context of adjacent buildings.  Feature Survey Plan Only required if earth works or external alterations to the building are proposed.  Additional Information If your site is covered by additional controls, such as Overlays, additional information may be required from a professional in the field relating to the control (eg. Arborist Report). You should discuss your proposal with a Development Planner to determine the extent of (if any), extra information which may be required.
