INTRODUCTION In January 2013, Piedmont Regional Library System (PRLS) began a strategic planning process. We followed the nationally recognized guide for public libraries, Strategic Planning for Results. This guide is endorsed by the Public Library Association and is based on three assumptions: 1. Excellence must be defined locally. It results when library services match community needs, interests, and priorities. 2. Excellence is possible for both small and large libraries. It rests more on commitment than on unlimited resources. 3. Excellence is a moving target. Even when achieved, excellence must be continually maintained. PRLS conducted the strategic planning process to insure that implementation of library programs and services is as effective and efficient as possible. All library programs and services are strategically targeted to support the learning, leisure and lifestyle needs of our residents, and enhance social and economic outcomes. They support our development as a learning community, promote lifelong learning, are inclusive, culturally relevant, and provide learning opportunities for people at all life stages. An essential element of the strategic planning process is the creation or revision of the organization’s Mission Statement. At the July 2013 PRLS board meeting, the board adopted this Mission Statement which was formulated from community, board member, and staff input: The mission of the Piedmont Regional Library System is to provide services and materials which will empower people, raise their aspirations, enhance their employability, and build active citizenship and quality of life in the community. A framework of goals has been developed to provide guidance to staff that plan, design and develop programs. Our goals are based on three service responses that were identified as top priorities by community leaders, library board members, and library staff. They are:

CREATE YOUNG READERS: EARLY LITERACY Children from birth to age five will have programs and services designed to ensure that they will enter school ready to learn to read, write, and listen.

CONNECT TO THE ONLINE WORLD: PUBLIC INTERNET ACCESS Residents will have high-speed access to the digital world with no unnecessary restrictions or fees to ensure that everyone can take advantage of the ever-growing resources and services available through the Internet.

LIFELONG LEARNING: SATISFY CURIOSITY Residents will have the resources they need to explore topics of personal interest and continue to learn throughout their lives.

GOALS Nine key strategic goals have been identified that are congruent with the library environment. Every program under consideration should support at least one of the key strategic goals. By thinking strategically about programs at the planning stage we ensure staff resources are allocated to developing programs that are appropriate for the target group and provide exemplary outcomes for the community.

CREATE YOUNG READERS: EARLY LITERACY GOALS 

Children birth to age five will enter school ready to read, write and listen.



Children birth to fifth grade will have materials and programs that support discovery of the world around them and reading for learning and pleasure.



Parents of children birth to fifth grade will have expert guidance in teaching their children to read, write and listen.

CONNECT TO THE ONLINE WORLD: PUBLIC INTERNET ACCESS GOALS 

Residents will be able to navigate, read, and evaluate online information and digital technology in a variety of formats in order to be employable, informed citizens.



Residents will be able to use communication resources found online for the exchange of ideas and understand the safe and secure use of online resources.



Residents will have opportunities to enrich and improve their lives through open access to exceptional information, communication and technology services.

LIFELONG LEARNING: SATISFY CURIOSITY GOALS 

Teens will have reading materials and programs that support exploration of their personal interests and learning needs.



Adults will have the resources they need to expand their imaginations and interests through pleasurable reading, viewing, and listening experiences.



Senior citizens will have the resources they need to read about topics of personal interest and continue to grow and learn throughout their lives.

Each individual library located in the Piedmont Region is responsible for the adoption of this Strategic Plan and the formulation of objectives and activities in support of these strategic goals.
