About the CCES
About the CCES The Canadian Centre for Ethics in Sport (CCES) strives to elevate the conscience of sport in Canada. The CCES is responsible for the implementation and management of the Canadian Anti-Doping Program (CADP). The CADP is compliant with the World Anti-Doping Code – this international harmonization results in better anti-doping programs for all athletes. The CCES is one of Canada’s early leaders in promoting True Sport. True Sport is the effect of all seven True Sport principles being present in sport in the right balance and proportion. True Sport is designed to give people, communities and organizations the means by which to leverage the many benefits of good sport from a platform of shared values and principles. True Sport extends from the playground to the podium, ranging from simple pick-up games to community and school-based sport leagues to elite high-performance competition. About the Substance Classification Booklet
About The Substance Classification Booklet This booklet provides a quick reference of the status in sport of Canadian brand-name medications and ingredients only. Information regarding supplements or natural health care products will not be found in this resource (see more under “Supplements”). The list is not exhaustive but strives to include the most common and relevant medications on the market. The status is based on the 2015 World Anti-Doping Agency (WADA) Prohibited List, the international standard that defines the substances and methods that are prohibited in-competition, out-ofcompetition, and in particular sports. The Prohibited List is updated annually by WADA. The current edition of the Prohibited List is available on WADA’s website at www.wada-ama.org. Athletes should always check with their international federation to find out if additional substances and methods are prohibited in their sport. Using this Resource The information in this publication is provided for reference purposes only. This booklet should be used in conjunction with the Global DRO, an online drug reference database (see more under “The Global DRO”). This booklet presents a non-exhaustive list of Canadian medications. It should not be used for verifying brand-name medications procured outside of Canada. Always check the exact name of the medication or substance to ensure the name on the label of the medication matches the name in this booklet. Brand names are in bold, while ingredient names are written in normal text. For each brand name, the ingredients are listed (in parentheses). Generic medications are often named by the abbreviation of the company followed by the chemical name of the substance. For example: Apo-, CO-, Gen-, Mylan-, Novo-, Nu-, PMS-, Ran-, Rho-, Riva-, Sandoz- and Taro-. For instance, Apo-Salbutamol is salbutamol. Organization of this Resource Medications for Common Conditions This section provides lists of medications divided into categories of therapeutic use (e.g. Decongestants, Throat Preparations, and Allergy Relief) and sorted by their WADA status. Ingredients by Status This section provides a list of ingredients in alphabetical order with their corresponding status in sport, specified separately for in-competition and out-of competition. The possible statuses are: •

The lists should not be taken as a recommendation concerning the relative efficacy of various substances or as a recommendation to use them. Athletes must rely on the advice of doctors or pharmacists about the safety and efficacy of a medication. The decision to use or not use a substance or method is ultimately the responsibility of the individual.

Medical Exemptions
Medical Exemptions Athletes, like all others, may have illnesses or conditions that require them to take particular medications. If the medication an athlete requires to treat an illness or condition happens to fall under the WADA Prohibited List, a medical exemption may give that athlete the authorization to take the required medicine. Athletes should speak with their doctor about their anti-doping requirements in order to make informed decisions about their health care. Athletes must also take care to follow the necessary steps to obtain a medical exemption if they must use a medication or product that is prohibited in sport. Athletes are not automatically granted authorization and must ensure they follow the appropriate process. Strict liability applies to athletes whenever a prohibited substance is found in their doping control sample. Ignorance is never an excuse. A Canadian athlete’s medical exemption requirements and application process are dependent on their level of competition. The Prohibited List
The Prohibited List The Prohibited List is an international standard identifying substances and methods prohibited in sport. It was first published in 1968 by the International Olympic Committee. Since 2004, WADA has been responsible for the preparation and publication of the Prohibited List, which is updated every year effective January 1. Banned substances and methods are placed into categories based on their effect or application (e.g., steroids (anabolic agents), stimulants, gene doping) and can be prohibited in-competition, out-ofcompetition, or in particular sports. Athletes should be aware of the classes of substances that are on the Prohibited List, and should be careful to check the status of any medication before taking it to ensure that it won’t result in a positive test. Supplements
Supplements What is the CCES’ position regarding supplement use? Athletes are responsible for any prohibited substances that may be found in their sample. Unlike foods and medications, the supplement industry is subject to little government regulation making it impossible for the CCES to confirm whether or not a supplement contains prohibited substances. Therefore, under no circumstances can CCES resources or personnel confirm whether or not a supplement contains prohibited substances. What are supplements? Supplements are sometimes referred to as nutritional/dietary supplements or natural health products. They are not classified as food or drugs and are not covered by the Canadian Food and Drugs Act. Supplements include such products as: •
Vitamins and minerals, e.g., calcium, vitamin E
•
Probiotics, e.g., acidophilous, lactobacillus
•
Some hemp products, e.g., hemp protein, hemp oil
•
Amino acids and essential fatty acids, e.g., glutamine, taurine
•
Herbal remedies, e.g., arnica, echinacea
•
Protein powders, e.g., whey, hemp, soy
•
•
Homeopathic medicines, e.g., sulfur, arsenic
Fat burners and weight-loss products, e.g., Hydroxycut, green coffee bean extract
•
Traditional medicines such as traditional Chinese and Ayurvedic medicines
•
Muscle boosters and mass gainers, e.g., Jack 3D, Hemo-Rage Black Ultra Concentrate
What are the risks associated with supplement use? Unlike food and pharmaceutical production, the supplement industry is subject to little government regulation. Consequently supplements may: • Intentionally contain prohibited substances; • Unintentionally be contaminated with prohibited substances (e.g., contaminated source ingredients, erroneous source ingredients, cross-contamination during manufacturing); or • Be mislabelled. In addition, supplements may: • • • • •
Not accurately list the ingredients (e.g., falsify, omit); Not accurately list the relative amounts of each ingredient per dose; Make false certification claims (e.g., WADA-approved); Make false health benefit claims; and Not list important cautionary information (e.g., side-effects to health).
The number of anti-doping violations resulting from the use of supplements demonstrates the extreme risk an athlete runs when using supplements. A positive test for an athlete who uses supplements may result in a violation regardless of how the prohibited substance got into their body. Serious sanctions may be imposed.

The Prohibited List How can athletes minimize the risks? Athletes have a personal responsibility to evaluate all the risks associated with the consumption of supplements before using them, and are responsible for any prohibited substance found in their sample - this is known as strict liability. The CCES refers members of the Canadian sport community to the NSF International Certified for Sport® program (www.nsfsport.com) which helps minimize the risk of unintentional doping. NSF International's Certified for Sport® laboratory testing services help clients establish product stewardship by confirming content and purity, compliance, and assessing public safety and environmental concerns on products used by athletes.
