KEYS JOB DESCRIPTION TITLE:

SUBSTATION ELECTRICIAN

POSITION CLASSIFICATION: Bargaining Unit MISSION: To install and maintain electrical equipment. REPORTS TO: T&D Substation Engineer, T&D Substation Supervisor and T&D Substation Electrical Leader JOB DUTIES: 1.

Perform all phases of substation construction including but not limited to reading and understanding blue prints and schematic drawings, installing busses, switches, breakers, transformers, voltage regulators, capacitors, circuit switchers, AC and DC systems, conduit and cable raceways, grounding systems, pulling and terminating low and high voltage cable, control installation, metering and relay panels.

2.

Construct, and maintain substations, underground transmission and distribution lines, towers, fixtures, service transformers, traffic lights, programming traffic controllers, troubleshooting, street lights, ball park lights, using ladders, vehicles and make decisions regarding same.

3.

Must spend up to 16 hours climbing, walking, digging, performing heavy lifting (up to 50 lbs) , tamping, pulling wire on the ground, poles or structures, in easements or on uneven or overgrown terrain.

4.

Assist in the training of apprentice electricians in the safe methods & practices, provide record keeping, documentation, as required.

5.

Assist with general housekeeping; taking proper care of tools, vehicles, equipment, Medina/Yarbrough buildings and yard, and materials.

6.

Perform scheduled 24-hour “on call” assignments.

7.

Maintain records of all electrical equipment serviced, repaired, tested, painted, or upgraded, initiate and maintain documentation, log in completed work tickets in work ticket tracking system records, initiate requisitions for tools & equipment and reports as requested.

8.

Must be able to read, review, and identify any issues that need to be addressed prior to following switching orders as per KEYS Switching Procedures.

9.

Perform switching on equipment at all voltages as directed by the system coordinator or supervisor in accordance with KEYS’ established practices.

JOB DUTIES (continued): 10. Deal courteously, efficiently, and safely with customers and fellow employees. 11. Wire all new facilities and maintain old facilities (light receptacles, a/c fans, extension cords, etc.). 12. Must drive and operate heavy equipment (bucket trucks, boom trucks, diggers, forklifts, and tow trailers) in congested traffic. 13. Modify or fabricate parts and tools as needed to complete assignments. 14. Prepare information cards on each new transformer, and apply company number on each. Repair old transformers and put in service or retire. Keep all records on PCB testing and oil sampling. Maintain spreadsheets for inventory and surplus transformers. 15. Analyze and resolve problems, and/or assist with installation, trouble-shooting, and maintenance of electrical instruments, capacitor banks and their controls, reclosures, relays, and all protective devices and assist workers in solving problems. 16. Establish grounding systems within buildings and structures. 17. Install and repair telephone, data, video and fiber optic lines. 18. Perform construction inspection of underground facilities of the Florida State OneCall system. 19. Inspect, maintain, repair and test UPS systems, generators, station battery banks, transformer vaults, distribution transformers returned from the field, remote terminal units (RTU’s), Protective Relays, Control Systems, and associated equipment. 20. Take monthly substation readings - perform monthly substation maintenance. 21. Maintain, service, upgrade, and install substation equipment in an energized environment (120-volt to 138,000-volt). 22. Must work with electric, hydraulic, battery operated and gas powered tools. 23. Must perform all duties outdoors in inclement weather and strong winds. 24. Must work within electromagnetic fields.

JOB DUTIES (continued): 25. Must work on energized lines up to 13.8 KV and in areas up to 138 kV, following guidelines and safety practices of KEYS and OSHA. 26. Must promote accident prevention and follow all KEYS/OSHA safety practices and policies, including wearing all KEYS/OSHA required personal protective equipment. 27. Must follow all KEYS policies and procedures and KEYS’ Rules and Regulations handbook. 28. Troubleshoot, program, and maintain microprocessors, digital and electronic equipment. (Relays, RTU’s, Reclosure and Regulator controllers, Traffic signal controllers, etc.) 29. Must know and follow safety procedures as outlined in the latest version of the APPA Safety Manual. QUALIFICATIONS: 1.

Must have read and understand the job duties and training needs sections of this job description.

2.

High School graduate or equivalent. An equivalent combination of training and experience may qualify an inside applicant for consideration.

3.

Must have a valid Florida Commercial Drivers License (CDL Class B) and maintain at own expense.

4.

Must have two years experience as a substation electrician, or successful completion of the KEYS Substation Electrician Apprenticeship Program or equivalent experience in a related industry.

5.

Must have two year experience working on, troubleshooting and programming, microprocessor, digital, and electronic equipment. (RTU’s, SCADA, Protective Relays and Control systems).

6.

Must have two years experience working on, troubleshooting and programming Traffic Light Control equipment.

7.

Must be able to direct and supervise the activities of groups of employees and be alert at all times, especially under emergency conditions.

8.

Must possess knowledge of construction and functions of a wide variety of electrical equipment used in distribution and transmission such as transformers,

capacitors, regulators. 9.

Must possess knowledge of the occupational hazards of the electrical trade, and of necessary safety precautions.

10. Must understand and follow oral or written instructions in English and to read and interpret sketches, diagrams, and blueprints. 11. Must be skilled in the use and care of tools and equipment of the Substation Electrician’s trade. 12. Must be available for call outs and to work weekends, holidays, and after regular hours, when required. 13. Must be able to work in the sun for extended periods, up to 16 hours, performing climbing, walking, dragging, heavy lifting (up to 50 lbs), tamping, pulling wire, and working in easements and /or uneven and rough or overgrown terrain in a safe manner. 14. Must be able to install, maintain and troubleshoot underground distribution systems as well as splice cable. 15. Must be computer literate, including knowledge in word processing, spreadsheets, and databases, with the ability to create documents in each of the mentioned programs. (Assessment to be given by Management Services.) 16. Must have successfully completed Relay Protective Devices Maintenance Training. 17. Must have successfully completed International Municipal Signal Association (IMSA) Traffic Signal Technician Level I and Traffic Signal Field Technician Level II training. 18. Must have current FDOT Intermediate Maintenance of Traffic certificate. 19. Must be able to perform the essential job duties of this position, as defined in the job duties section of this job description, with or without reasonable accommodation for any mental or physical disability. 20. Must meet and maintain all physical and safety requirements and limitations related to the fitness for use of operation of all equipment, including but not limited to, bucket trucks, aerial devices, and ladders.
