Subsurface Soil Investigation Request for Proposal Overview: Westchester County is requesting a proposal from a qualified environmental consultant to conduct a subsurface soil investigation for a stream embankment stabilization and sediment removal project located in the Town of Bronxville and City of Yonkers, NY. Proposals should be mailed, emailed or hand delivered by 4:00pm on Friday, January 30th 2015. Interested firms or individuals must have extensive knowledge of and experience in conducting subsurface soil investigations.

Existing Conditions and Project Description: The area of investigation is located in the confluence of the Bronx River and Sprain Brook. That is located between Paxton Avenue and the North Bound Bronx River Parkway with DeWitt Avenue to the south. There are several sediment bars within the confluence that will require subsurface soil investigation. The project elements include the removal of invasive non-native vegetation, excavation and off-site disposal of approximately 600 cubic yards of sediment within the confluence of the Bronx River and Sprain Brook, the installation of structural and vegetative embankment practices and extensive site restoration.

Scope of Work: The environmental consultant shall perform pre-excavation site evaluations to determine if soil or groundwater contamination is present within the project limits as described on the attached map. Evaluation shall include an assessment of the soil characterization for the purpose of understanding the soil profile and determining the need for, if any, special treatment measures required for disposing of the soils. As well as circulate the investigative findings to prospective repositories so to secure formal approval for the material from at least one repository. The approval will be in a form transferable to the selected contractor. Soil or groundwater contamination may include, but is not limited to: •

Petroleum products such as gasoline, heating oils, diesel fuel, kerosene, jet fuel, lubricating oils, motor oils, greases, and other fractions of crude oil;



Other contamination by organic constituents including volatile organic compounds;



Metal(s) such as lead, chromium, and/or other heavy metals; and/or



Any other constituents that require specialty disposal of the soil.



Enter a sufficient number of borings (either by hand or mechanically) to gather field observations and collect soil samples.



Submit soil samples for laboratory analysis sufficient to secure waste characterization determination. All discrete samples will be analyzed for VOCs (USEPA Method 8260). All composite samples will be analyzed for SVOCs (USEPA Method 8270), Pesticides, PCBs, Metals and total petroleum hydrocarbons.

Consultant Qualifications: The consultant who will be chosen to perform the required services must be able to demonstrate prior experience in performing environmental assessments and subsurface soil investigations including preparing field investigation reports and coordination with the New York State Department of Environmental Conservation and Westchester County Department of Health.

Investigation Timeframe: The work to be performed shall commence at the earliest possible date in consideration of field conditions and contract approval by Westchester County, and shall be completed no later than 60 days following the notice to proceed with work except as extended by Westchester County in writing. The Consultant will be required to hold their quoted price for 90 days from the January 30th, 2015 deadline for submitting proposals.

Proposal Contents: Investigation proposals must: •

Describe the research, field, laboratory, and analysis methods that are appropriate to the applicable Standards for conducting the investigation.



List projects where the organization has participated in investigations of a similar scope.



Include a schedule of dates for conducting field work, preparing field reports, and submitting reports to the County.



Include a completed fee schedule form indicating hourly or daily rates per task, transportation costs, and costs for photocopying, photography and miscellaneous supplies.



Identify if your organization or firm is classified as a minority-owned business (MBE) or a women owned business (WBE.).



Submit a formal approval from at least one repository that will accept the material.
