From Change to Change: Successes, Challenges and Sustainability of Bureaucracy Reform in Indonesia
ABSTRACT: This paper is stressing the importance of preserving Indonesia bureaucracy reform sustainability. Since Government of Indonesia designs and carries out a Roadmap of Bureaucratic Reform in 2010, success as well as failure cases have been undergoing that determines the process and outcome of the roadmap. This paper seeks to reveal a number of key success factors and challenges ahead for the elected Jokowi-JK government to overcome. Nawacita, vision of Jokowi-JK, has clearly shown a strong commitment of the government to bureaucracy reform. Nonetheless, such political commitment needs to be translated into a concrete strategic policy to booster and to ensure that many agendas of bureaucracy reform could be delivered to satisfy the performance target. Understanding the success factors as well as challenges of reform might be an appropriate way of policy learning for the government to issue a concrete strategic policy of bureaucracy reform and to preside the change. ABOUT THE SPEAKER: Professor Dr. Eko Prasojo is a Professor in Public Administration and Local Government, Universitas Indonesia. He is currently the Dean of Faculty of Administrative Science, Universitas Indonesia and Executive Director of Universitas Indonesia Center for Study of Governance and Administrative Reform. He is also the Head of the Independent Team for National Bureaucratic Reform and was previously the Vice Minister of State Apparatus and Administrative Reform of Indonesia. He holds his PhD in Public Administration from Deutsche Hochschule für Verwaltungswissenschaften Speyer (Speyer Post Graduate Program for Public Administration), Germany. His research interests include federalism and decentralization, democratization and local democracy, political economics in bureaucracy, administrative reform, and public policy studies.
