All foreign-registered vehicles require a Vehicle Entry Permit (VEP) to drive into Singapore. The Autopass Card contains the VEP for the foreign-registered vehicle and is akin to a passport for your vehicle. The Autopass Card is not transferable to another vehicle as specific information on your vehicle’s registration number and insurance and/or road tax expiry date are recorded in the card. Autopass Cards can be purchased at the VEP/Toll offices located at Woodlands or Tuas Checkpoint. You will need to produce your vehicle’s insurance certificate and road tax. disc that are valid for the period which your vehicle will be in Singapore. When you have renewed your vehicle’s insurance and/or road tax, please have the latest information updated into your Autopass card on your next visit to Singapore at the VEP/Toll office, located at Woodlands or Tuas Checkpoint. Please top-up your Autopass Card with sufficient stored value for the VEP fees, Tolls, Reciprocal Road Charge and ERP fees, incurred during your stay in Singapore, to be deducted at the immigration booth upon departure. Please bring along your Autopass Card and vehicle’s insurance certificate each time you drive into Singapore. Under the law, it is an offence to drive a foreign-registered vehicle into Singapore without an Autopass Card for the vehicle. The penalty is a fine of up to a maximum of S$2,000. ^Vans/Light Goods Vehicles are defined as those having 2 axles or 6 wheels or less. Fixed ERP Fees (for foreign-registered cars only) If you drive a foreign-registered car, you can opt to pay a fixed ERP fee of S$5 per day if you are travelling on ERP-priced roads. Reciprocal Road Charge (for foreign-registered cars only) All foreign-registered cars will have to pay a Reciprocal Road Charge of S$6.40 per-entry when they enter Singapore via the Woodlands or Tuas Checkpoint.

Motorists of foreign-registered cars and motorcycles can drive into Singapore for 10 weekdays in a calendar year without paying VEP fees. After the 10 VEP free weekdays have been used up, motorists will have to pay the prevailing VEP fees for subsequent weekdays if they continue to use or drive their vehicles in Singapore. Toll charges and Reciprocal Road Charge (for foreign-registered cars only) are applicable for every trip into Singapore, regardless of the number of VEP free days available. Please pay the applicable fees and charges with your Autopass Card at the immigration booth at the Woodlands or Tuas Checkpoint before you depart Singapore.

Frequently - Asked Questions BUYING THE AUTOPASS CARD 1. Where and how do I buy the Autopass Card? You can buy an Autopass Card at the Vehicle Entry Permit (VEP)/ Toll office at Woodlands or Tuas Checkpoint when you drive the foreign-registered vehicle into Singapore. The cards are sold for: S$10 - this includes a pre-loaded cash value of S$4 and a non-refundable card cost of S$6 ;or S$20 - this includes a pre-loaded cash value of S$14 and a non-refundable card cost of S$6 Only Singapore currency is accepted for payment. USING MY AUTOPASS CARD 1. I just bought a new vehicle. Can I use the Autopass Card of my previous vehicle for my new vehicle? Can I use one Autopass Card for more than one vehicle?

No. The Autopass Card of a vehicle is akin to a passport for a specific vehicle as it contains the record of its particulars, namely, the vehicle registration number, expiry dates of its insurance and road tax. Hence the Autopass Card of one vehicle cannot be used for another vehicle. 2. Can I use my Autopass Card to pay for car park fees at car parks managed by Electronic Parking System (EPS)? The CEPAS Autopass Card can be used at CEPAS-compliant EPS car parks by tapping on the card reader zone showing ‘CEPAS’ and ‘ERP’. 3. Where else can I use my Autopass Card in Singapore? The CEPAS Autopass Card is accepted at merchants bearing the NETS FlashPay logo. For more information, please visit NETS’ website at www.nets.com.sg 4. I have recently updated my road tax and/or insurance. Do I need to update the information in my Autopass Card? Yes, please proceed to the VEP/Toll offices located at Woodlands and Tuas checkpoints when you drive in with the vehicle to update your Autopass Card. 5. Can I clear my arrival and departure at the checkpoint using a different card for the two legs of the journey (for example, using one CEPAS Autopass Card to enter and another CEPAS Autopass Card to exit)? No, the same card must be used to complete the journey.

REFUND OF AUTOPASS CARD 1. Can I get a refund of the cash balance if my Autopass Card is faulty? Yes. You can submit your Autopass Card for refund by completing a refund application form at the VEP/Toll office at Woodlands or Tuas Checkpoint or at the Land Transport Authority (LTA) office at 10 Sin Ming Drive, Singapore 575701. Please submit the Autopass Card together with the refund application form and a copy of the refund applicant’s passport or NRIC. You can opt to have the cash balance refunded in 2 ways: 1) A cheque to be mailed to the stated address; or 2) Direct credit into a bank account in Singapore; a) Please indicate the bank account holder’s name, bank account name and number on the refund application form. b) If the bank account holder is a different person from the refund applicant, a copy of the passport/NRIC of the bank account holder is required. 2. Can I submit the Autopass Card(s) for refund if I no longer own the vehicle? Yes, you can still submit the Autopass Card for refund. The application process is the same as described in question 1.

EXPIRED AUTOPASS CARD 1. What is the validity period of my Autopass Card? Your CEPAS Autopass Card is valid for 7 years.

2. How can I check if my Autopass Card has expired?

There are two ways to check if your CEPAS Autopass Card has expired: You can look up the expiry date on receipts printed from NETS Self-service Top-up Machines at selected car parks and General Ticketing Machines at MRT stations. Alternatively, approach our VEP/Toll office at Woodlands and Tuas checkpoints for assistance.

3. Can I continue to use my Autopass Card if it has expired? No, you cannot use the Autopass Card after it has expired.

Please buy a new Autopass Card at the VEP/Toll office located at Woodlands and Tuas checkpoints on your arrival to Singapore if your current card is expiring soon.

4. Can I extend the expiry date of my Autopass Card? No, the expiry date cannot be extended.

5. Can I get a refund of the cash balance if my Autopass Card has expired?

Yes. The application process for refund is as described under “Refund of Autopass Card”. Please refer to the terms and conditions governing the use of Cashcards and FlashPay on NETS website at http://www.nets.com.sg

LOST/STOLEN AUTOPASS CARD 1. What do I do if my Autopass Card is lost or stolen?

If your Autopass Card is stolen/lost in Singapore, report the loss at any Singapore Neighbourhood Police Post. When departing Singapore at Woodlands or Tuas Checkpoint, produce the police report to the officer at the VEP/Toll office for assistance. If your Autopass Card is stolen/lost in Malaysia, you can report the loss at any police station in Malaysia. When you next drive into Singapore, produce your police report to the officer at the VEP/ Toll Office. You will have to buy a new Autopass Card. Please note that the onus is on the Cardholder at all times to safeguard the Autopass Card and ensure that it is not lost or stolen or used by any unauthorized person. Neither LTA/NETS nor any of the Approved Banks or Service Providers is under any obligation to determine whether any Autopass Card is stolen or is used by an unauthorized person. No refund can be granted if your Autopass Card is lost or stolen.

DURATION OF STAY 1. How long can my vehicle stay in Singapore?

The VEP validity period for the vehicle to stay in Singapore is 14 days from the last date of entry. The vehicle can stay up to the expiry date of the VEP validity period or up to the expiry date of your vehicle’s insurance and road tax, or up to the expiry of your Autopass Card, whichever is earlier.

2. Can I extend my vehicle’s stay in Singapore?

If you intend to stay in Singapore beyond this period, please drive your vehicle and bring along your vehicle’s valid insurance certificate, road tax disc and Autopass Card to the LTA office at 10 Sin Ming Drive, Singapore 575701 to extend your VEP period before it expires. Please note that it is an offence for your vehicle to remain in Singapore after the expiry date of the VEP. You may be fined up to S$200.

ELECTRONIC ROAD PRICING (ERP) 1. Can I drive my vehicle on ERP-priced roads without having an In-vehicle Unit (IU)?

CARS: You do not need to fit an IU to your foreign-registered car to use ERP-priced roads. A fixed rate per day will be charged if you use these roads during ERP operating hours. There is no limit to the number of times you may drive through the ERP gantries within the day. Please see page 6 for the current fixed-rate ERP charges for foreign-registered cars without IUs. OTHER VEHICLE TYPES: If you drive a foreign-registered vehicle other than a car, you will need to fit an IU to the foreign-registered vehicle if you wish to drive the vehicle on ERP-priced roads during ERP operating hours. Please refer to the ERP brochure for more information pertaining to rental and installation of IUs.

2. Can I choose to pay my ERP charges using an IU instead?

Yes. You can continue to pay your ERP charges using an IU if you currently have one installed in your car. If you are using the older generation IU, you will have to slot your CashCard (purchased separately) into the IU. You will then be charged for each time the car passes through the gantries during ERP operating hours. If you have the new generation dual-mode IU, you can use any Autopass Card with it. Note that the fixed-rate ERP scheme will not apply if you pay the ERP charges by this method.

MORE PAYMENT CHANNELS FOR FOREIGN MOTORISTS Foreign motorists will be able to check and pay LTA fines online or at the following channels in Singapore: (i) http://www.onemotoring.com.sg; (ii) AXS kiosks; (iii) NETS Self-Service Stations; (iv) SAM kiosks; and (v) Singapore Post Offices. WHO IS ALLOWED TO USE OR KEEP A FOREIGN-REGISTERED VEHICLE? You are not allowed to use or keep any foreign-registered vehicles in Singapore if you are a: • Singapore Citizen • Singapore Permanent Resident (PR) • Resident of Singapore Any holder of the following passes, who is also a resident of Singapore, is also not allowed to keep or use any foreign-registered vehicle in Singapore: • Long Term Visit Pass or Dependant’s Pass • Work Pass • Student’s Pass • Training Employment Pass or Work Holiday Pass However, any person who holds a work pass issued by Ministry of Manpower, who is not a resident of Singapore, may drive a foreign-registered vehicle in Singapore only if ALL these conditions are met: • Pass holder is the registered owner of the vehicle; • Pass holder resides outside Singapore; • Pass holder has a valid insurance certificate and road tax to use the vehicle on Singapore roads; • The vehicle is kept or used outside Singapore for a total period of 6 hours or more every day; and • The vehicle has an Autopass Card to validate its entry/ exit at Woodlands and Tuas Checkpoints and to pay for the required charges. Please note that it is an offence under the Road Traffic Act if: • You drive into Singapore without a valid Autopass Card for your vehicle • Your vehicle is kept and used in Singapore after the VEP validity period, vehicle’s road tax, or insurance has expired • You use an Autopass Card belonging to another foreignregistered vehicle in Singapore • Your vehicle’s entry and exit are not registered

Temporary Importation of Other Foreign-Registered Vehicles (Not Applicable to Malaysia and ThailandRegistered Vehicles) for a Period Not Exceeding 3 Months Obtain the required documents (Vehicle Registration Certificate, Singapore-based Vehicle Insurance, International Circulation Permit (ICP) / Visitor’s Permit, Customs Document/Customs Inward Permit) before you drive the vehicle into Singapore.

Upon your arrival at Woodlands or Tuas Checkpoint, get clearance from the Singapore Customs with your Vehicle Registration Certificate, Customs Document and passport. Thereafter proceed to the VEP/ Toll office at the land checkpoint with the abovementioned documents to purchase an Autopass Card. If you have imported your vehicle via sea or air, produce your ICP, Singapore-based Vehicle Insurance Certificate and Customs Document to Singapore Customs at point of importation to collect your vehicle. If you intend to keep or use your vehicle in Singapore, produce your ICP, Singapore-based Vehicle Insurance Certificate (covering your period of stay in Singapore), Customs Document, Vehicle Registration Certificate and passport to purchase an Autopass Card and a Visitor's Permit at LTA office at 10 Sin Ming Drive, Singapore 575701.

If you drive through Woodlands or Tuas Checkpoint, you will need to insert your Autopass Card into the card reader installed at the immigration booths to register your vehicle’s exit record and to pay your VEP fees, Tolls, Reciprocal Road Charge and ERP fees, if applicable. On the day prior to your vehicle being exported out of Singapore via sea or air, you are to produce the Bill of Lading or Customs Outward Permit, Customs Document, Autopass Card, ICP or VL at Land Transport Authority office at 10 Sin Ming Drive, Singapore 575701 to close your visit and make payment for the VEP fees, Tolls, Reciprocal Road Charge and ERP fees, if applicable.

ICP or Visitor’s Permit. Please note that your current ICP or Visitor’s Permit would no longer be valid once your vehicle has departed Singapore.

Visitor’s Permit - if you do not have an ICP, you will need to produce Insurance Certificate (purchased from a Singapore-based insurance company), Customs Inward Permit, Vehicle Registration Certificate and passport to purchase a Visitor's Permit and an Autopass Card at LTA office at 10 Sin Ming Drive, Singapore 575701. The Visitor's Permit is valid for a maximum period of 90 days.

Kadar Tetap ERP (untuk kereta yang berdaftar asing sahaja) Jika anda memandu kereta yang berdaftar asing, anda boleh memilih untuk membayar kadar tetap ERP S$5 sehari jika anda melalui gerbang ERP pada waktu ia beroperasi. Caj Jalan Timbal Balik (Untuk kereta yang berdaftar asing sahaja) Semua kereta yang berdaftar asing dikehendaki membayar $6.40 Caj Jalan Timbal Balik pada setiap kali masuk ke Singapura melalui Pusat Pemeriksaan Woodlands dan Tuas.

Pemandu kereta dan motosikal yang berdaftar asing boleh memandu ke Singapura 10 hari bekerja dalam setahun dengan tidak perlu membayar yuran VEP. Selepas 10 hari yang percuma sudah digunakan, pemandu akan dikenakan yuran VEP yang biasa untuk hari-hari yang seterusnya jika mereka masih menyimpan/memandu kenderaan mereka di Singapura. Yuran Tol dan Caj Jalan Timbal Balik (untuk kereta berdaftar asing sahaja) perlu dibayar pada setiap perjalanan mereka ke Singapura, tanpa mengira jika 10 hari VEP percuma masih belum digunakan. Sila bayar yuran dan caj yang berkenaan dengan Kad Autopas anda di kaunter Imigresen di Pusat Pemeriksaan

Woodlands atau Tuas sebelum meninggalkan Singapura.

Anda boleh beli Kad Autopas di pejabat VEP/Tol di Pusat Pemeriksaan Woodlands dan Tuas bila anda memandu kenderaan anda ke Singapura. Anda perlu menunjukkan Sijil Insuran dan Cakera Cukai Jalan kenderaan anda yang sah untuk membeli Kad Autopas. Kad Autopas dijual dengan harga: S$10 : ini merangkumi S$4 nilai terkumpul dan S$6 harga kad yang tidak boleh dikembalikan. S$20 : ini merangkumi S$14 nilai terkumpul dan S$6 harga kad yang tidak boleh dikembalikan. Hanya matawang Singapura akan diterima untuk pembayaran. Sila tambah nilai Kad Autopas anda dengan nilai yang mencukupi untuk membayar VEP, Tol, Caj Jalan Timbal Balik dan ERP (jika ada) sebelum anda meninggalkan Singapura.

PENGGUNAAN KAD AUTOPAS SAYA

2. Bolehkah saya menggunakan Kad Autopas saya untuk membayar yuran letak kereta yang dikendalikan oleh Sistem Letak Kereta Elektronik (EPS)? Kad Autopas CEPAS boleh digunakan ditempat letak kereta EPS yang menggunakan CEPAS dengan menyentuhkan Kad Autopas CEPAS di mesin pembaca kad pada zon yang menunjukkan ‘CEPAS’ dan ‘ERP’. 3. Dimanakah tempat-tempat lain di Singapura yang boleh saya gunakan Kad Autopas saya? Kad Autopas CEPAS boleh digunakan di tempat perniagaan yang memaparkan logo ‘NETS FlashPay’. Untuk mendapat maklumat lanjut sila lungsuri lelaman NETS di www. nets.com.sg 4. Saya baharu sahaja membaharui cukai jalan dan/atau insuran saya. Perlukah saya kemaskini maklumat ini pada Kad Autopas saya? Ya. Sila ke pejabat VEP/Tol yang terletak di Pusat Pemeriksaan Woodlands dan Tuas untuk kemaskini maklumat terkini kenderaan anda di Kad Autopas anda apabila anda memandu ke Singapura. 5. Bolehkah saya menyelaraskan perjalanan masuk dan keluar saya di Pusat Pemeriksaan dengan mengunakan kad berlainan untuk dua perjalanan ini? Tidak. Anda mesti gunakan kad yang sama untuk menyelaraskan setiap perjalanan masuk dan keluar.

PENGEMBALIAN AUTOPAS

KAD

1. Bolehkah saya dapatkan pengembalian baki nilai kad jika Kad Autopas saya rosak? Anda boleh dapatkan pengembalian baki nilai kad anda dengan mengisi borang Permohonan Pengembalian Wang di pejabat VEP/Tol di Pusat Pemeriksaan Woodlands dan Tuas atau di pejabat Penguasa Pengangkutan Darat (LTA) di No 10 Sin Ming Drive, Singapura 575701. Sila serahkan Kad Autopas anda berserta dengan Borang Permohonan Pengembalian Wang dan salinan paspot atau Kad Pengenalan pemohon. Anda boleh memilih 2 cara untuk mendapatkan pengembalian wang: 1) Cek akan di pos ke alamat yang telah dinyatakan; 2) Kredit langsung ke akaun bank di Singapura: a) Sila nyatakan nama pemegang akaun bank, nama dan nombor akaun bank di dalam borang Permohonan Pengembalian Wang.

b) Jika nama pemegang akaun bank berlainan dari pemonon, salinan paspot/KP pemegang akaun bank di perlukan. 2. Bolehkah saya memohon pengembalian baki wang dari Kad Autopas kenderaan yang bukan lagi milik saya? Ya. Anda masih boleh memohon pengembalian baki wang dari Kad Autopas ini. Cara permohonan pengembalian wang sama seperti yang telah tertera di atas.

KAD AUTOPAS YANG SUDAH LUPUT 1. Berapa lamakah tempoh sah Kad Autopas? Kad Autopas CEPAS sah untuk 7 tahun. 2. Bagaimana saya boleh memeriksa Kad Autopas saya yang telah luput? Ada dua cara anda boleh periksa tarikh luput Kad Autopas CEPAS anda. Anda boleh lihat tarikh luput pada cetakan resit yang anda dapati dari mesin tambah nilai layan diri NETS, mesin tempat letak kereta dan mesin tiket umum di stesen-stesen MRT. Anda boleh juga minta bantuan dari pegawai di pejabat VEP/Tol di Pusat Pemeriksaan Woodlands dan Tuas untuk mendapatkan maklumat ini.

3. Bolehkah saya terus gunakan Kad Autopas jika ia telah luput?

Tidak. Anda tidak boleh gunakan Kad Autopas lepas tarikh nya sudah luput. Sila beli Kad Autopas yang baru di pejabat VEP/Tol bila anda tiba di Singapura jika tempoh Kad Autopas anda akan luput. 4. Bolehkah saya lanjutkan tarikh luput Kad Autopas saya? Tidak. Tarikh luput Kad Autopas tidak boleh dilanjutkan. 5. Bolehkah saya dapatkan pengembalian baki nilai Kad Autopas jika kad saya telah luput? Cara permohonan pengembalian wang telah diterangkan pada ‘Pengembalian Wang Bagi Kad Autopas’. Sila ambil perhatian tentang syarat-syarat penggunaan Cashcards dan FlashPay dari NETS melalui lelaman http://www.nets.com.sg

KAD AUTOPAS HILANG/DICURI 1. Apa yang perlu saya lakukan sekiranya Kad Autopas saya hilang atau dicuri? Jika Kad Autopas anda hilang/dicuri di Singapura, laporkan kehilangannya di mana-mana Pondok Polis Kejiranan. Apabila anda meninggalkan Singapura melalui Pusat Pemeriksaan Woodlands atau Tuas, tunjukkan laporan polis pada pegawai di pejabat VEP/Tol untuk meminta bantuan. Jika Kad Autopas anda hilang/dicuri di Malaysia, anda boleh laporkan kehilangan tersebut di mana-mana balai polis di Malaysia. Apabila dan memandu ke Singapura pada masa akan datang, tunjukkan laporan polis anda pada pegawai di pejabat VEP/Tol. Anda perlu beli Kad Autopas baru dengan harga S$10.

Ya. Anda boleh teruskan bayar yuran ERP menggunakan IU jika anda memilikinya di dalam kereta anda. Jika anda menggunakan IU generasi lama, anda perlu memasukkan Kad Tunai (yang di beli berasingan) ke dalam IU tersebut. Bayaran akan dikenakan setiap kali kereta anda melalui gerbang ERP pada waktu ERP beroperasi. Jika anda menggunakan IU generasi baru, anda boleh menggunakan Kad Autopas CEPAS anda.

SIAPA YANG DIBENARKAN MENGGUNA ATAU MENYIMPAN KENDERAAN BERDAFTAR ASING Anda tidak dibenarkan mengguna dan menyimpan kenderaan berdaftar asing di Singapura jika anda adalah: • Warganegara Singapura • Penduduk Tetap Singapura • Bermastautin di Singapura Sesiapa yang memegang pas-pas berikut dan bermastautin di Singapura, juga tidak dibenarkan mengguna atau menyimpan kenderaan asing di Singapura: • Pas Jangka Panjang atau Pas Tanggungan • Pas Kerja • Pas Pelajar • Pas Pekerja Latihan atau Pas Kerja Percutian Pemegang Pas Kerja yang dikeluarkan oleh Kementerian Tenaga Kerja, yang bukan penduduk tetap Singapura, boleh memandu kenderaan yang berdaftar asing di Singapura, jika dia memenuhi syarat-syarat tersebut: • Pemegang Pas adalah pemilik kenderaan; • Pemegang Pas bermastautin di luar Singapura; • Pemegang Pas memiliki sijil insuran dan cukai jalan kenderaan yang sah untuk penggunaan kenderaannya di Singapura; Pemegang Pas mesti menyimpan/mengguna kenderaannya di luar Singapura selama 6 jam atau lebih setiap hari; • Kenderaannya mempunyai Kad Autopas untuk pengesahan masuk dan keluar melalui Pusat pemeriksaan Woodlands dan Tuas untuk membayar yuran yang di-perlukan. Sila ambil perhatian bahawa ia adalah satu kesalahan di bawah Akta Undang-Undang Trafik jika: • Anda memandu ke Singapura tanpa Kad Autopas yang sah untuk kenderaan anda • Kenderaan anda disimpan dan digunakan di Singapura selepas VEP, sijil insuran atau cukai jalan kenderaan telah luput • Anda menggunakan Kad Autopas yang didaftarkan untuk kenderaan lain di Singapura • Anda tidak mendaftarkan kenderaan anda ketika masuk dan keluar

如果你是任何以下的人士,您便不能在新加坡使用或持有任 何外国注册的车辆: 新加坡公民 新加坡永久居民 新加坡居民 任何居住在新加坡,并持有以下准证的人士, 也不能在新加 坡使用或持有任何外国注册的车辆: 长期居留准证或家属证 工作准证 学生证 培训就业证或工作假日证 但是,任何持有由人力部发出的工作准证,且不是居住在新加坡 的人,只要符合以下所有的条件,便可以在新加坡驾驶外国注册 的车辆: 准证持有人是注册车辆的车主; 准证持有人居住在新加坡境外; 准证持有人持有有效的路税标签和汽车保险证书; 车辆每天逗留在新加坡的时间,不能超过 18 小时; 车主必须使用自动过关智慧卡来登记车辆的入境与出境 以及同时缴付车辆的相关收费。 请注意,以下的行为被视为违法行为: 没有携带自动过关智慧卡并在新加坡驾驶外国注册车辆 您的车辆在车辆入境期,车辆保险或路税有效期限过期 后仍然在新加坡逗留 在新加坡使用其它外国注册车辆的自动过关智慧卡 您的车辆的出入境并未登记
