Dear Delegates,

I am extremely excited to welcome you all to GatorMUN XIV and the Council of the Galactic Republic. My name is Thomas Soto and I will have the privilege of serving as your director during this year’s conference. I am a second-year student at the University of Florida majoring in both Political Science and Anthropology with the goal of minoring in Religion and attaining an International Relations certificate. As it stands, I plan to attend a graduate institution and then move on to working for an organization like the United Nations or the United States Department of the State where I can engage in diplomacy and hopefully work with human rights around the world. I have been involved with Model U.N. since my junior year of high school and it has become a very central part of my life both academically at UF and on a more personal level with my future aspirations. I have staffed two competitions in the past including last year’s GatorMUN XIII and I can’t wait to put that experience to use as your director for this committee. When I’m not working on school assignments or preparing for another M.U.N. competition I can usually be found watching, admittedly, too much television or some sci-fi/fantasy movies. Many would see this as a waste of time but over the years I have come to see fiction and fantasy stories as just another way of portraying our world’s realities, albeit in a more entertaining way. As the University of Bristol International Relations Professor, Jutta Weldes, once stated, “popular culture constructs the reality of international politics... for non-officials.” During this competition it will be my goal as director to simulate the realities of international relations for you all through the popular and certainly entertaining medium that is Star Wars. Star Wars has a vast mythos that extends thousands of years from the Old Republic to the most current movie “The Force Awakens.” For the purposes of this committee we will only be focusing on the Clone Wars, a threeyear war that occurs between the second and third movies in the prequel trilogy. As delegates you will be representing key members or factions within the Galactic Republic and the Jedi Order with the main goal of finding a way to wage war against the Confederacy of Independent Systems, also known as the Separatists. This committee will heavily involve military strategy when diplomacy fails and being able to come together, present ideas, and locate and distribute troops in key areas for the greatest victory will be a key component to defeating enemies, especially those whose forces seem to grow stronger with every passing day. I would also like to advise you all that while some media depicts key parts of the Clone Wars and its aftermath, whether or not these events will come to pass will ultimately be decided by the delegates and the critical, all-encompassing decisions you all make that will alter the fate of the entire galaxy and beyond. Quorum

Rules of Procedure

A majority of voting members answering to the roll at each session shall constitute a quorum for that session. This means that half plus one of all voting members are physically present. Quorum will be assumed consistent unless questioned through a Point of Order. Delegates may request to be noted as “Present” or “Present and Voting.”

Motion to Set Speaking Time

This motion must accompany any motion for a Moderated Caucus. In a Motion to Set Speaking Time, a delegate may also specify a number of questions or comments to automatically affix to the Speaking Time. These designated questions or comments may also have Speaking Time or Response Time (in the case of a question) limits, but these are not required. The Director may rule any Motion to Set Speaking Time dilatory. This motion requires a simple majority. Any delegate may make this motion between formal speakers in an effort to change the Speaking Time.

Motion to Suspend the Rules for the Purpose of a Moderated Caucus

This motion must include three specifications: a. Length of the Caucus b. Speaking time, and c. Reason for the Caucus. During a moderated caucus, delegates will be called on to speak by the Committee Director. Delegates will raise their placards to be recognized. Delegates must maintain the same degree of decorum throughout a Moderated Caucus as in formal debate. This motion requires a simple majority to pass.

Motion to Suspend the Rules for the Purpose of an Unmoderated Caucus

This motion must include the length of the Caucus. During an unmoderated caucus, delegates may get up from their seats and talk amongst themselves. This motion requires a simple majority to pass. The length of an unmoderated caucus in a Crisis committee should not exceed fifteen minutes.

Motion to Suspend the Meeting

This motion is in order if there is a scheduled break in debate to be observed. (ie. Lunch!) This motion requires a simple majority vote. The Committee Director may refuse to entertain this motion at their discretion.

Motion to Adjourn the Meeting

This motion is in order at the end of the last committee session. It signifies the closing of the committee until next year’s conference.

Points of Order

Points of Order will only be recognized for the following items: a) To recognize errors in voting, tabulation, or procedure, b) To question relevance of debate to the current Topic or c) To question a quorum. A Point of Order may interrupt a speaker if necessary and it is to be used sparingly.

Points of Inquiry

When there is no discussion on the floor, a delegate may direct a question to the Committee Director. Any question directed to another delegate may only be asked immediately after the delegate has finished speaking on a substantive matter. A delegate that declines to respond to a question after a formal speech forfeits any further questioning time. The question must conform to the following format: Delegate from Country A raises placard to be recognized by the Committee Director. Committee Director: “To what point do you rise?” Country A: “Point of Inquiry.” Committee Director: “State your Point.” Country A: “Will the delegate from Country B (who must have just concluded a substantive speech) yield to a question?” Committee Director: “Will the Delegate Yield?” Country B: “I will” or “I will not” (if not, return to the next business item) Country A asks their question (it must not be a rhetorical question.) Country B may choose to respond or to decline. If the Delegate from Country B does not yield to or chooses not to answer a question from Country A, then he/ she yields all remaining questioning time to the Committee Director.

Points of Personal Privilege

Points of personal privilege are used to request information or clarification and conduct all other business of the body except Motions or Points specifically mentioned in the Rules of Procedure. Please note: The Director may refuse to recognize Points of Order, Points of Inquiry or Points of Personal Privilege if the Committee Director believes the decorum and restraint inherent in the exercise has been violated, or if the point is deemed dilatory in nature.

Rights of Reply

At the Committee Director’s discretion, any member nation or observer may be granted a Right of Reply to answer serious insults directed at the dignity of the delegate present. The Director has the ABSOLUTE AUTHORITY to accept or reject Rights of Reply, and the decision IS NOT SUBJECT TO APPEAL. Delegates who feel they are being treated unfairly may take their complaint to any member of the Secretariat.

Directives

Directives act as a replacement for Draft Resolutions when in Crisis committees, and are the actions that the body decides to take as a whole. Directives are not required to contain operative or preambulatory clauses. A directive should contain: a. The name(s) of the author(s), b. A title, and c. A number of signatories/sponsors signatures’ necessary to introduce, determined by the Director A simple majority vote is required to introduce a directive, and multiple directives may be introduced at once. Press releases produced on behalf of the body must also be voted on as Directives.

Friendly Amendments

Friendly Amendments are any changes to a formally introduced Directive that all Sponsors agree to in writing. The Committee Director must approve the Friendly Amendment and confirm each Sponsor’s agreement both verbally and in writing.

Unfriendly Amendments

Unfriendly Amendments are any substantive changes to a formally introduced Directive that are not agreed to by all of the Sponsors of the Directive. In order to introduce an Unfriendly Amendment, the Unfriendly Amendment must the number equivalent to 1/3 of Quorum confirmed signatories. The Committee Director has the authority to discern between substantive and nonsubstantive Unfriendly amendment proposals.

Plagiarism

GatorMUN maintains a zero-tolerance policy in regards to plagiarism. Delegates found to have used the ideas of others without properly citing those individuals, organizations, or documents will have their credentials revoked for the duration of the GatorMUN conference. This is a very serious offense.

Crisis Notes

A crisis note is an action taken by an individual in a Crisis committee. Crisis notes do not need to be introduced or voted on, and should be given to the Crisis Staff by sending the notes to a designated pickup point in each room. A crisis note should both be addressed to crisis and have the delegate’s position on both the inside and outside of the note.

Motion to Enter Voting Procedure

Once this motion passes, and the committee enters Voting Procedure, no occupants of the committee room may exit the Committee Room, and no individual may enter the Committee Room from the outside. A member of the Dias will secure all doors. • No talking, passing notes, or communicating of any kind will be tolerated during voting procedures. • Each Directive will be read to the body and voted upon in the order which they were introduced. Any Proposed Unfriendly Amendments to each Directive will be read to the body and voted upon before the main body of the Directive as a whole is put to a vote. • Delegates who requested to be noted as “Present and Voting” are unable to abstain during voting procedure. Abstentions will not be counted in the tallying of a majority. For example, 5 yes votes, 4 no votes, and 7 abstentions means that the Directive passes. • The Committee will adopt Directives and Unfriendly Amendments to Directives if these documents pass with a simple majority. Specialized committees should refer to their background guides or Committee Directors for information concerning specific voting procedures.

Roll Call Voting

A counted placard vote will be considered sufficient unless any delegate to the committee motions for a Roll Call Vote. If a Roll Call Vote is requested, the committee must comply. All delegates must vote: “For,” “Against,” “Abstain,” or “Pass.” During a Roll Call vote, any delegate who answers, “Pass,” reserves his/her vote until the Committee Director has exhausted the Roll. However, once the Committee Director returns to “Passing” Delegates, they must vote: “For” or “Against.”

Accepting by Acclamation

This motion may be stated when the Committee Director asks for points or motions. If a Roll Call Vote is requested, the motion to Accept by Acclamation is voided. If a delegate believes a Directive will pass without opposition, he or she may move to accept the Directive by acclamation. The motion passes unless a single delegate shows opposition. An abstention is not considered opposition. Should the motion fail, the committee will move directly into a Roll Call Vote.

The Republic, its Allies, and Neutral Parties

The Republic

The Galactic Republic, commonly referred to simply as the Republic, and earlier known as the Old Republic, was the democratic union that governed the galaxy for a thousand years prior to the rise of the Galactic Empire. The Republic was aided by the efforts of the Jedi Order, who stood as the guardians of peace and justice, enabling the Republic to be free of full-scale conflict for over a thousand years. However, thirty-two years before the Battle of Yavin, the Galactic Republic suffered its first major crisis in millennia during the Invasion of Naboo, which ultimately led to the Clone Wars ten years later.

The Galactic Senate

The Senate acts as The Republic’s main legislative body and possesses most of The Republic’s power, including the abilities to declare war and create taxes. Hundreds of representatives from many planets throughout the galaxy make up the Senate body and they are led by a Supreme Chancellor. Following the Blockade of Naboo, Senator Sheev Palpatine was elected as the newest Chancellor following a Vote of No Confidence issued against his predecessor by the Senate, which followed numerous scandals and accusations of corruption. Although many see Chancellor Palpatine as a step towards peace and unity within The Republic, many remain unconvinced and firmly believe that The Republic must be toppled so that a new governmental body can take its place and eradicate all corruption and political agendas from influencing the well-being of the galaxy. The Senate worked alongside the Judicial Department and the Jedi Order, and although they cannot force the latter into any actions, The Senate was an influential force in the High Council’s deliberations of galactic issues. Currently the Senate is located on Coruscant in the capitol. The Senate must be referred to when taking measures against the Separatist on almost all occasions.

The Jedi Order

The Jedi Order is an ancient peacekeeping organization unified by its belief in and observance of the light side of the Force. The Jedi have been known as guardians of peace and justice in the Galactic Republic for thousands of years before the Clone Wars. Although hey are well known as diplomats, the Jedi carry also lightsabers, the symbol and weapon of choice of the Order. Led by the Jedi High Council, Jedi Masters would instruct young Padawans in the ways of the Force and the Jedi Code, training them until they had achieved full status as Jedi Knights. Centered in the Jedi Temple on Coruscant, the Jedi used the Temple as a base of operations from which they would be sent out on missions, or stay to study and learn from the vast Jedi Archives.

The Jedi High Council

Acting as the governing body of the Jedi Order, The Jedi High Council consists of twelve elected Jedi that have attained the title of “Jedi Master”. The High Council is based in Coruscant and interacts continuously with The Republic and its governing bodies in order to maintain peace and stability throughout the galaxy. Besides dealing with galactic issues of importance, the High Council also oversees all aspects of the Jedi Order, including the training of recruits and upkeep of sacred Jedi locations and temples. While the Jedi remain respected figures both within and outside of The Republic there are many who consider the Jedi outdated and even corrupted. These beliefs fuel the fire that burns within the hearts of Separatist and gives many cause to turn against The Republic. In this time of war, not all Jedi Masters can be in attendance and have opted to allow some lower ranking Jedi to represent them in this Republic committee.

Council of Neutral Systems

Deciding to remain neutral in the conflict between The Republic and the Separatists, over 1,500 star systems have banded together and to form the Council of Neutral Systems. These star systems share their troops and resources with one another to ensure neither opposing side in the Clone Wars encroaches on a planet’s sovereignty and right to remain passive in the coming battles. The Council has a seat in this committee because the neutral systems, despite their lack of allegiance, have strong bonds with the systems that side with The Republic and are willing to hear their pleas. The Republic wishes to persuade the Council of Neutral Systems to lend its aid and thus is searching for a stable compromise between the Council and The Republic.

Outer-Rim Factions

The Outer Rim and its territories make up the largest portion of the known galaxy. Planets within this region of space are extremely diverse, ranging from industrialized planets such as Raxus Prime to primitive worlds like Binaros. These planets are rich in minerals and other resources that are covetted within the Core territories of the galaxy and thus trade is an ever present activity in these parts. With trade comes regulation and so the Jedi Order and the Republic Judicial Forces work alongside one another to create and enforce order in these faraway regions. At least that was the original intent of The Republic. In recent years the Core worlds have been neglectful of the Outer Rim and consequently the Outer Rim constantly ignores the rules and bans made by The Republic. Taking advantage of the long distance separating these planets from the Core worlds, many cartels and factions have taken root in this outer region and utilize the opportunities borne of slack authority to steal resources for themselves and force weaker planets into submission. Even worse, the Separatists are beginning to gain influence in these territories and are setting their eyes on full occupation of Outer Rim lands. Since war is more than just the sum of a person’s troops, resources and access to them is going to be very important in the coming days of conflict. In an effort to consolidate alliances that could facilitate the acquisition of important resources, The Republic has invited influential Outer Rim faction leaders and their representatives to the committee to have their voices heard alongside The Republic’s most respected individuals.

Wartime Resources

As the Separatists invade and conquer with their formidable droid army, The Republic calls to arms a clone army manufactured by the scientists of Kamino many years before the start of this conflict. Regardless of an individual’s view on clones, whether they are considered unique people or simply cannon-fodder, it can be generally agreed upon that they would not be as effective with the various armaments with which they go into battle. While Kamino was responsible for the creation of the clones, armament producers allied with The Republic are to be recognized for the guns, vehicles, and ammunition that keep the clone army on par with their robotic foes. To recognize such importance, The Republic has invited representatives from influential armament-producing companies to share seats within this wartime committee.

The Separatists

Enemies of the Republic

The Confederacy of Independent Systems was a partially recognized coalition of planetary governments who declared their independence from the Galactic Republic in the wake of the Naboo Crisis, and refused to comply with the excessive taxation and corruption that they felt stemmed from The Republic’s policies. This resulted in a secession crisis and a massive military buildup for an upcoming war with secret support of several resourceful and powerful galactic corporations. This organization was led by Count Dooku and a council of his greatest allies. The Separatists are the Galactic Republic’s primary enemy in the Clone Wars.

The Sith

The Sith was an order whose origin goes back thousands of years. Like the Jedi Order, the Sith are Force-sensitive individuals who utilize the dark side of the Force. These individuals founded their own ideology and practices based on the dark side of the Force and were seen as evil, corrupted beings throughout galactic history. The modern Sith Order was created by Darth Bane, who instrumented the Rule of Two, ensuring each successive generation of Sith would be stronger than the last. After its believed destruction a thousand years prior, the Sith remained cloaked in the shadows and remained undetected while the galaxy foolishly believed in their downfall. In those thousand years they remained hidden, accumulating wealth and power in order to tip the galactic power scale in their favor. Their ultimate goal was to finally destroy the Jedi Order and usurp the ruling government body in order to bring in a new age of Sith control. After a thousand years of waiting, the Sith may finally see this plan come to its fruition. The Current Sith Lord is Darth Sidious, and his apprentice is Darth Tyrannus.

Crime Syndicates

Many separate crime factions fought for control of territory and influence throughout the galaxy. These groups hold some sway over the Galactic Senate through bribery using funds and influence gained from their various illicit activities. Organizations like the Black Suns, Pikes, and the Deathwatch are the most notorious and deadly of these groups. These mafia-like organizations run on fierce loyalty and brute force to keep discipline amongst their ranks and take part in illegal activities including assassinations, smuggling, racketeering, stealing, and blackmailing to gain a profit, causing discord throughout the galaxy.

The Nightsisters

The Nightsisters are a secret order of females from the planet Dathomir who use their planets dark energy to perform feats of power that can only be described as magik. They are currently aligned with the Sith Lord Darth Sidious, who made a pact with the leader of the Nightsisters, Mother Talzin, when he took her son to be trained in the force. This son would later take on the name Darth Maul. Some Nightsisters are known to accept mercenary contracts from the galaxy’s elite, and one Nightsister, Asajj Ventress, is known to have become Count Dooku’s apprentice and trains in the dark side of the Force by his side.

Deathwatch

For thousands of years the Mandalorian people were a proud warrior race who fought in hundreds of wars with and against The Republic. This all changed when current leader Duchess Satine Kryze took office and transformed the planet into one of peace and hopeful prosperity. Believing that their old militaristic ways were the only true way to live, a terrorist organization named Deathwatch sprung up on Mandalore’s moon. The clan included citizens of Mandalore who wanted to remain a proud fighting people while others joined after the clan acquired its nefarious reputation. The group was often associated with terrorist plots to overthrow the elected government and the killings of all individuals, including innocent people, who stood in their way.

Events Leading to the Clone Wars

Blockade of Naboo

The Invasion of Naboo, also known as the Naboo Crisis, was a pivotal galactic conflict that took place ten years prior to the Clone Wars, sowing the seeds for the war itself. During the invasion, Naboo’s capital city and surrounding regions were occupied by the battle droid army of the Trade Federation. The Federation was controlled in secret by the Sith Lord Darth Sidious. The Dark Lord intended to use the crisis as a pretext to remove Supreme Chancellor Finis Valorum from office for reasons yet unknown. During the initial blockade, Valorum sent two Jedi, Qui-Gon Jinn and Obi-Wan Kenobi, to negotiate with the Federation, but Sidious ordered that they be killed and that the Federation deploy their forces to Naboo. The Jedi escaped and rescued Queen Padmé Amidala from the Federation. The blockade was broken and the Trade Federation’s role in orchestrating a planetary invasion was publicly revealed by Padme. The Trade Federation then became the first of many groups to join the Separatists following the event.

Raiding of Galactic Hyperspace Lanes

Any economy relies heavily on its ability to conduct trade; when these trade routes are disrupted the economy is destabilized and it causes unrest amongst all parties involved. Caused in part by corrupt leadership in the Galactic Senate, and in part by multiple crime syndicates, including the Hutt clans, Black Sun, and many pirate groups, this problem has led to anger amongst Republic citizens who blamed the government for not protecting them. These raids cause millions of credits worth of product and commerce to be lost as well as create demand among the people of the Republic for a strong militant force to protect the galaxy. Doubt in the Republic’s power has led many to consider a complete separation from the Republic and the formation of a separate entity.

Creation of the Clone Army

The Grand Army of the Republic was originally conceived by Jedi Master Sifo-Dyas, who ultimately foresaw the galaxy becoming consumed in war. Despite his removal from the ranks of the Jedi High Council, whose other members rejected his claims, Sifo-Dyas contacted the planet Kamino. The Kaminoans, a species that specialized in the science of cloning, were under the impression that Sifo-Dyas represented the interests of the Jedi High Council. In truth, their communication was kept secret from all other Jedi and Republic figures. Unaware of this deception, the Kaminoan cloners accepted the Jedi’s commission to create a clone army for the Republic. Sifo-Dyas did not live to witness the completion of his army. A human bounty hunter, Jango Fett, was selected to serve as the genetic template of the clone army.

Emergence of the Separatists

The Separatist Crisis, also called the Secessionist Movement, was a period of political turmoil in which thousands of star systems seceded from the Galactic Republic and pledged loyalty to Count Dooku and the Confederacy of Independent Systems. The period took place in the years following the Invasion of Naboo, and was manipulated by Dooku and his master, the Sith Lord Darth Sidious. The goal of the Sith was to launch a galactic war that would allow them to amass total control over the Republic.

Military Creation Act

The Military Creation Act was an act proposed by the Galactic Senate that would have allowed the Galactic Republic to form an army to combat the Confederacy of Independent Systems, a group of star systems that had broken away from the Republic. The legislation was opposed by Senator Padmé Amidala and other Senators who had formed the Loyalist Committee. As the Separatist threat grew more pronounced to the Senate, Senior Representative Jar Jar Binks proposed that Supreme Chancellor Sheev Palpatine be given emergency powers to raise an army on his own. The motion passed, and the Republic adopted the clone troopers created on Kamino as the Grand Army of the Republic, leading to the Clone Wars.

The Battle of Geonosis

A group of 212 Jedi, including Jedi Mace Windu, Kit Fisto, Plo Koon, Shaak Ti, Luminara Unduli, Aayla Secura, Barriss Offee, and Ki-Adi-Mundi were tasked with rescuing Obi-Wan Kenobi and investigating the reports of Separatist warmongering on Geonosis by the Jedi High Council. This mission escalated into the first battle between the Confederacy of Independent Systems and the Galactic Republic, a conflict that would begin the conflicts of the Clone Wars. It would be the first major combat experienced by the Grand Army of the Republic, as well as the first major battle the Jedi would fight in years. The notorious bounty hunter Jango Fett was killed in the battle.

Elder Mama the Hutt

Positions

Mama the Hutt was an elder member of the Hutt clan prior to and during the Clone Wars. She was the mother of Ebor and Ziro, and grandmother to Jabba the Hutt, current leader of the clan. The Hutt clan controls a significant portion of Outer Rim territories with a mafia-like grip. Surrounding star systems pay tribute taxes in currency or resources in return for ‘protection’. Those who go against the Hutts often find experienced bounty hunters out looking for them and subsequently are never heard of again. Mama the Hutt is attending the committee on behalf of her grandson, Jabba, and will ensure the Republic maintains good relations with the clan and, more importantly, continues to send credits and tributes in return for Hutt assistance. Despite being on good terms with the Republic at the beginning of the Clone Wars following the rescue of Jabba’s son from Separatist forces, Mama the Hutt’s first priority is to her family and she is hesitant to approve any actions that may endanger Hutt influence and power.

Spokesman Clu Lesser

Clu Lesser was the spokesman for the Council of Five, the leadership of the InterGalactic Banking Clan. This organization was the Republic’s most powerful and influential commerce guild. The clan has its headquarters in the Outer Rim, on the icy, mineral-rich planet Scipio. This organization funded the Republic throughout the war and was almost solely responsible for preventing the collapse of the Republic credit. Always looking for a way to increase their monetary reserves, this commerce guild holds their interests above all else.

Kamino Chief Medical Scientist Nala Se

Nala Se was the chiefscientist who helped spearhead the biogenetics program that enabled the creation of the entire clone army. This clone army comprised most of the Grand Army of the Republic as well as the Republic Navy. Nala Se has a deep love for the clones, which can make her status as de facto representative of Kamino somewhat tense. As a representative of Kamino in this committee, Nala Se seeks to help the Republic in any way she can and help ensure the safety of the clones she helped produce.

Senator Representative Bail Organa

Bail Organa was a senior ranking Senator in the Galactic Senate that was loved by many and feared by those who held Separatist ideals. With his reputation alone legislation could be passed in the senate much to the dismay of those trying to utilize the Senate for their own ends. Bail Organa frequently traveled the Galaxy handling any diplomatic mission the Senate or Supreme Chancellor needed and remained forever loyal to the Republic. Senator Organa does not look favorably on the Republic’s decision to include crime syndicates into the body.

Provost Marshal Wilhuff Tarkin

Wilhuff Tarkin was a commanding officer in the Grand Army of the Republic who proved his leadership well before the Clone Wars. With the help of then-Senator Palpatine he was accepted into the Republic’s Judicial Academy, an esteemed institution responsible for the training of the Republic’s Judicial Forces, the Republic’s personal peacekeepers separate from the Jedi Order. Wilhuff Tarkin quickly climbed the hierarchical ladder within the Justice Department and became the Provost Marshal before the events of the Clone Wars. With his new position, Tarkin will oversee any legal matters and proceedings that take place within the Republic during the Clone Wars. The Jedi Order is a part of the Republic, yet it maintains its own judicial system, which is a source of tension when conflicts of jurisdiction present themselves; Tarkin fears his Judicial Department may be replaced by the self-proclaimed ‘peacekeepers of the galaxy. Tarkin feels the Republic is too soft, and fears some among the Republic’s leadership may be unwilling to take some necessary actions in order to stop the Separatists.

Ria Wooro

Kuat Drive Yards was one of the largest shipbuilding corporations in the galaxy. Kuat Drive Yards, along with its subsidiaries, produced many of the galaxies most terrifying weapons of war, including the Venator-class Star Destroyer. Along with massive starships, they produced all the land vehicles used by the Grand Army of the Republic. Wooro will act as the Drive Yard’s voice within the committee and ensure the Republic is acting in the company’s best interests; namely to avoid bankruptcy caused by Separatists and neutral thieves hijacking the company’s cargo transports.

Sovi Novar

BlasTech was responsible for producing all personal assault weapons carried by clone troopers as well as a variety of weapons used throughout the Galaxy. Without these weapons, the Republic would quickly fall at the hands of the Separatist movement and Novar knows this. While BlastTech maintains good relations with the Republic, the near monopoly on weapons they possess gives their representative a powerful voice in the body.

Admiral Wulif Yularen

Wulif Yularen was a distinguished commanding officer in the Republic Navy prior to the Clone Wars. Due to his high rank and distinguished reputation, Supreme Chancellor Palpatine ensured that Yularen would be the one to act on behalf of the Republic Navy and their interests. Yularen’s fleets stretch across the entire galaxy and alwaysstands ready to deploy against the Separatists.

Hando Ohnaka

Hando Ohnaka was an infamous pirate in charge of the Ohnaka mercenary gang. His gang, through ruthless skirmishes and invasion, has acquired the allegiance of many clans throughout the Outer Rim, including some whose allegiance previously belonged to the Hutt clan. While the Republic has utilized his gang for less than savory activities before, Ohnaka is foremost loyal to himself and his crew, and his questionable tactics and his prior actions taken against the Republic have left some questioning his inclusion in the body. In addition, Ohnaka’s presence within the Outer Rim angers the Hutt clan; the mutual hate between the two parties is almost as strong as their hatred of the Separatists.

Duchess Satine Kryze

Duchess Satine was head of state for the planet of Mandalore and elected leader of the Council of Neutral Systems, a group of star systems who remained neutral throughout the galactic conflict. Satine’s rule over Mandalore has been one characterized by neutrality and peace for her people; however, her planetary leadership is questioned by the terrorist group, Deathwatch, which plagues her planet and represents a strong following amongst her people. The Republic desperately seeks the aid of Satine, and the entirety of the Neutral Systems to gain access to their vast resources.

Saw Gerrera

Following the deposition of Onderon’s King, Ramsis Dendup, by a Separatist lackey, Saw and his sister Steela formed a rebellion movement in order to remove the Separatists from their planet and reinstate Dendup as ruler of Onderon. In order for their rebellion to succeed against Separatist forces, Saw and Steela contacted the Republic and received training for the troops administered by both clone and Jedi forces. Eventually the rebellion succeeded but at the cost of Steela’s life. Saw and his forces, previous advocates for neutrality in the conflict between the Separatists and the Republic, now ally themselves against those that sought to bring their planet to ruin and took Steela away from them. Saw utilizes military techniques that could easily be compared to those of a terrorist cell in order to wreak havoc on the Separatists lest they become strong enough to subjugate other planets as they tried to do with Onderon. The Republic Council has tolerated Saw’s methods so far, but many see them as a breach of their moral values.

Luminara Unduli

Luminara Unduli was a Jedi Master and prominent member of the Jedi High Council. Unduli was a general in the Republic Army that was previously in charge of the 41st Elite Corps before commanding most of their units. Like all Jedi, Unduli is Force-sensitive and is skilled in combat using her lightsaber. Unduli also has a loyal and increasingly powerful Padawan, Barriss Offee.

Aayla Secura

Aayla Secura was a Jedi Knight serving as a general in the Clone Wars commanding the 327th Star Corps, a unit who saw combat across the galaxy against the Separatists. Secura has most, if not all, of the Star Corps units readily at her disposal. Secura also formerly oversaw the recruitment of Force-sensitive children into the Order, which has led many younglings and Padawans look up to Secura as a parental figure.

Shakk Ti

Jedi Master Shakk Ti had a seat on the Jedi High Council and was the general in command of training clone troopers on Kamino. She directly oversaw the training of every clone produced for the Grand Army of the Republic, making sure no defective or unworthy clones made it onto the battlefield. Unlike some of her Jedi counterparts, Shakk Ti sees saw the clones as living people who deserve respect, rather than faceless grunts.

Adi Gallia

Adi Gallia was a Jedi Master who sat on the Jedi High Council. Known for her political cunning and charm, Gallia was sent on diplomatic missions representing the Jedi Order. Though a diplomat, Adi Gallia has no qualms about joining a fight, displaying her exceptional skills in lightsaber combat and use of the Force.

Jocasta Nu

Jocasta Nu was a Jedi Master in charge of the Jedi Archives which possessed all acquired knowledge in the known universe, along with the Holocron Vault which contained the secrets of Jedi Order as well as ancient, forbidden Sith Holocrons. Along with overseeing the Jedi Archives, she oversees all Jedi temples spread across the galaxy which have been used for thousands of years to train Jedi.

Kit Fisto

Kit Fisto was a Jedi Master who sat on the Jedi High Council. As an esteemed member of the Jedi Order, and in light of the absence of many council members to the war, Kit has been charged with heading Jedi Judicial Affairs. During the committee he will handle any judicial services required by the Jedi Order, including, but not limited to, expelling members from the Jedi Order.

Plo Koon

Plo Koon was a Jedi Master who sat on the Jedi High Council. Plo Koon is a general in the Republic Army in charge of the 104th “Wolf Pack” Battalion. The “Wolf Pack” is a formidable formation of star destroyers and experienced clone troopers that is believed to be able to take on any Separatist battalion.

Ki-Adi-Mundi

Ki-Adi-Mundi was a Jedi Master who sat on the Jedi High Council. During the Clone Wars he held the rank of general and commanded the Galactic Marines, a unique group of clone troopers famed for their unique armor and combat abilities.

Roan Shryne

Roan Shryne was a Jedi Knight during the Clone Wars who controlled many of the medical facilities that helped expedite the recovery of wounded Jedi, and was a leading member/representative of the Old Guard faction of the Jedi Order. The Old Guard were an unofficial group of Jedi considered most likely to be appointed to the Jedi High Council. The Old Guard also holds influence over many skilled members of the Jedi Order.

Rahm Kota

Rahm Kota, also known as the ‘Samurai Jedi”, was a Jedi Knight during the Clone Wars. Largely infamous in Separatist circles, Kota was an expert in guerrilla warfare and commanded all Republic special operations units. These units also included non-clone soldiers specially trained in espionage to help garner Separatist secrets for the Republic.
