DEFINITION OF PUBLIC ADMINISTRATION Public administration is the study of the ideas, individual,
and institutions engaged in drafting and implementing public policies and administering pubic organisation. It is also argues (PA) refers to a particular function of public institution or known as governmental institution (Cloete:1984). Public officials or public servants working in government department must make sure that the environmental policy is been implemented.
THE BILL OF RIGHT The S A constitution section 24 stipulate: Everyone has the right; To an environment that is not harmful to their health or well
being, and To have the environment protected, for the benefit or present and future generations, through reasonable legislation and other measures that, Prevent pollution and ecological degradation Promote conservation, and Secure ecological sustainable development and use of natural resources while promoting justifiable economic and social development
PRINCIPLES The white Paper on Environmental Policy and management put in
places some principles that government will follow to protect our environment. The government is accountable to the citizens for creating environmental policy and monitoring and enforcing it. Government must create opportunities to develop people’s understanding, skills and general capacity concerning the environment. The solution to conflict of interest must follow the principles set out in this environmental policy. Those responsible for environmental damage must repair or pay. Waste management must minimise or avoid the creation of waste, especially toxic or hazardous waste.
ENVIRONMENTAL LEGISLATION TO BE COMPLIED WITH National Water Act 36 1998 ( everyone must have access to clean water,
prevention of pollution of water) Environmental Conservation Act 73 of 1989 ( The EIA must be conducted for any project, illegal dumping and other pollution of the environment) Nuclear Energy Act ( Prevention of the radiation, management of radioactive materials and waste) Fire Brigade Service Act 99 of 1987 ( prevention of fires, disaster management) Health Act 63 of 1977 ( Any activity which may cause a health risk like air pollution, and quality of water) Building Act and National building regulation. (Any construction must have a provision of clean water and sanitation) In all these the role of PA in Env sector is to implement government policy.
