I don't think you missed it. I have also looked to no avail. My understanding is that they are there to increase the difficulty. The larger the stack of tiles is, the harder the game becomes. I haven't had reason to use them yet
It’s a little vague, but tiles 20-24 are referred to in The Great Book of Challenges (the folding scoresheet included with the game). As I understand it, you can perform Scenarios 8-17 with varying levels of difficulty, using tile counts ranging from 17 to 24. That means, to increase the difficulty of each Scenario, you can add addition tiles until you’ve ultimately used all 24. Alternatively, you can use the flipside of The Great Book of Challenges to create your own Scenarios, using whatever tile combinations you’d like (factoring in the Permanent Rules identified in Scenarios 2-6).

The manual also mentions that there could be additional Scenarios on teir website, but I haven’t looked for those yet.
