INFORMATION NOTE United Nations Climate Change Conference Lima, Peru 1 to 12 December 2014 The United Nations Framework Convention on Climate Change secretariat wishes to inform participants on the arrangements for visas made by the Government of Peru in connection with the forthcoming Twentieth session of the Conference of the Parties (COP 20) and the Tenth session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 10), that will be held in Lima, Peru. ACUERDOS DE SUPRESIÓN DE VISAS PARA PORTADORES DE PASAPORTES DIPLOMÁTICOS, ESPECIALES, OFICIALES Y DE SERVICIO. Actualmente el Perú tiene vigente Acuerdos de Supresión de Visas para pasaportes diplomáticos, oficiales y servicio celebrados con 75 países. DECRETO SUPREMO DE EXONERACIÓN DE VISAS PARA PORTADORES DE PASAPORTES DIPLOMÁTICOS, ESPECIALES Y SERVICIO. Para el caso de los delegados que sean portadores de pasaportes diplomáticos, oficiales o de servicio, y con cuyo país no exista un acuerdo de supresión de visas vigente en esas categorías, el Perú –en virtud del compromiso asumido para ser sede de la Conferencia de los Estados Parte de la Convención Marco de las

Naciones Unidas sobre Cambio Climático - COP20- ha emitido el Decreto Supremo Nº 044-2014-RE de fecha 02 de octubre de 2014, que exime temporalmente del requisito de visa a todos los participantes que sean titulares de dichos documentos de viaje, así como de laissez passer de Naciones Unidas, por un periodo que no exceda los 90 días. En virtud de ello, todos los ciudadanos extranjeros portadores de pasaportes diplomáticos, especiales, oficiales, servicio y laissez passer de Naciones Unidas podrán ingresar al Perú sin visa por un periodo de 90 días prorrogables desde la fecha de ingreso. VISAS PARA PORTADORES DE PASAPORTES ORDINARIOS Para el caso de los ciudadanos extranjeros portadores de pasaportes ordinarios, el Perú ha suprimido el requisito de visa de turista a nacionales de alrededor de 95 países, quienes podrán permanecer en el Perú hasta 183 días. En relación a este grupo de personas (portadores de pasaportes ordinarios con necesidad de visa), el Ministerio de Relaciones Exteriores ha instruido a sus órganos de servicio exterior, es decir a las 57 embajadas y 67 consulados generales, para que expidan visas oficiales – por tratarse de un evento oficial de carácter internacional - a quienes las requieran para su participación en la COP20, siempre y cuando se encuentren debidamente registradas ante la Secretaría Ejecutiva de la Convención Marco de las Naciones Unidas sobre Cambio Climático. Dichas personas deberán solicitar visa en la embajada o consulado del Perú que se encuentre en su país. Para ello, deberá presentar lo siguiente: - Formulario DGC-5 de solicitud de visa, el cual se encuentra disponible en el siguiente enlace: www.rree.gob.pe/Documents/DGC005.doc - Pasaporte vigente, con una validez mínima de seis meses. - Fotografía - Carta de confirmación de registro como participante de la COP20.
PROCEDIMIENTO DE VISADO PARA PARTICIPANTES DE PAISES DONDE NO HAY MISION DIPLOMATICA Y/O CONSULAR PERUANA. En el caso de participantes de países donde no existe misión diplomática o consular peruana que pueda expedir los visados, deberá solicitar visa ante la misión peruana más cercana o en aquella dónde se encuentre de tránsito. Para ello, los participantes deberán presentar los siguientes documentos: -
Formulario DGC-5 de solicitud de visa, el cual se encuentra disponible en el siguiente enlace: www.rree.gob.pe/Documents/DGC005.doc Pasaporte vigente, con una validez mínima de seis meses. Fotografía Carta de confirmación de registro como participante de la COP20.
Sistema Informático de Emisión de Visa Oficial Electrónica de Ingreso al país. (Estará disponible a la mayor brevedad). Sólo en el caso de aquellos participantes de países donde no existe misión diplomática o consular peruana que pueda expedir los visados y que no puedan solicitar visa en misión peruana más cercana o en aquella dónde se encuentre de tránsito, los participantes podrán solicitar la visa a través de un Sistema Informático de Emisión de Visa Oficial Electrónica, el cual estará disponible a la mayor brevedad posible en la página web de la Secretaría Ejecutiva de la

Convención Marco de las Naciones Unidas sobre Cambio Climático y de la COP20 – Perú hacia la COP20. Los participantes deberán adjuntar en dicho sistema los siguientes documentos: -

El Ministerio de Relaciones Exteriores, luego de la verificación del cumplimiento de todos los requisitos por parte del solicitante, emitirá una “visa oficial electrónica”, por 90 días prorrogables, a fin de que puedan abordar las líneas aéreas comerciales correspondientes e ingresar al país sin dificultad. Dicho proceso se realiza en coordinación con la Superintendencia Nacional de Migraciones y la Asociación Internacional de Transporte Aéreo (IATA).
FACILIDADES EN EL AEROPUERTO INTERNACIONAL JORGE CHAVEZ En el Aeropuerto Internacional Jorge Chávez se instalará la Comisión de Aeropuerto la cual brindará el apoyo para el rápido y eficaz ingreso de los participantes extranjeros.

Supreme decree of visa exoneration for holders of diplomatic, special and service passports Under its commitment to host the United Nations Climate Change Conference (COP20), Peru has issued Supreme Decree No. 044-2014-RE (on 2 October 2014), which temporarily exempts from visa requirements all those participants who are holders of diplomatic, official or service passports, and those delegates coming from a country which has a current agreement of visa waiver for these passport types, as well as holders of United Nations Laissez-Passer documents, for a period of no more than 90 days. Under these conditions, all foreign citizens carrying a diplomatic, special, official or service passports, or a United Nations Laissez-Passer may enter Peru without a visa for a period of 90 days (extendable), from the date of entry. Visas for holders of valid ordinary passports For foreign citizens carrying ordinary passports, Peru has suspended the requirement for tourist visas to the nationals of 95 countries, who may remain in Peru for up to 183 days. UNOFFICIAL TRANSLATION In relation to this group of people (i.e. holders of ordinary passports who require a tourist visa), Peru’s Ministry of Foreign Affairs has instructed its foreign affairs offices, 57 embassies and 67 general consulates, to issue “official visas” (due to the event being of international character) to those who require them for their participation in COP20, providing that the individuals are duly registered at the United Nations Climate Change Conference in Peru. Procedure for visa applications for participants from countries with no Peruvian diplomatic mission or consulate Participants from countries that do not have a Peruvian diplomatic or consular mission must apply for a visa at the nearest Peruvian Mission or in the Mission of transit. To do this, the applicant must show the following: -

The official Online Visa System (available soon) Participants from countries that do not have a Peruvian diplomatic or consular mission, and without the possibility to make a visa request at the nearest Peruvian Mission or the transit Mission, may apply for a visa through the Online Visa System. To use this system, participants need to attach the following documents: -
DGC-5 form of application for a visa, which is available at the following link: www.rree.gob.pe/Documents/DGC005.doc; A valid passport, with a minimum validity of six months (attach only the identification sheet); A photograph; A registration confirmation letter as a participant in COP20/CMP10.
The Peruvian Ministry of Foreign Affairs, after checking all the requirements of the applicant, will issue an “official e-visa’, valid for 90 days (extendable), so that the applicant can access an appropriate commercial airline and enter Peru without difficulty. This process will be realized in coordination with the National Superintendence of Migrations and the International Air Transport Association (IATA).
