Volume 5, Issue 4 - November 2007 The mission of the United Nations Online Network in Public Administration and Finance (UNPAN) is to promote the sharing of knowledge, experiences and best practices throughout the world in sound public policies, effective public administration and efficient civil services, through capacity-building and cooperation among the United Nations Member States, with emphasis on south-south cooperation and UNPAN's commitment to integrity and excellence.

UNPAN NEWS HEADLINES 5th UNPAN e-Knowledge Management Training Workshop 23-26 October 2007, Seoul, Korea The 5th UNPAN e-Knowledge Management Training Workshop, held 23-26 October 2007, in Seoul, the Republic of Korea, was jointly organized by the Division for Public Administration and Development Management (DADPM)/UNDESA, the United Nations Project on Governance, and the Ministry of Government Administration and Home Affairs of the Republic of Korea. The first day of the workshop began with an exchange of information between members of the United Nations Public Administration Network (UNPAN). During the second day, UNPAN members had the opportunity to hear about the experiences of the Korean eGovernment project. UNPAN members were introduced to the new UNPAN portal on the third day for which technical training was provided by UNDESA staff. UNPAN members learned about the new UNPAN knowledge management tools during the third day and their understanding of the new system was evaluated by means of an assessment at the end of the day. On the fourth day of the workshop, UNPAN members visited an information network village, the IT company Samsung, and the Innovision Museum of the Ministry of Government Administration and Home Affairs of the Republic of Korea. It rewards the creative achievements and contributions of public service institutions to a more effective and responsive public administration in countries worldwide. Contact: Adriana Alberti at +1-212-963-2299 Highlights/Outcomes of Recent DPADM Activities Workshop on E/M-Gov Knowledge Base Development The group initially discussed the paper presented by Ms. Haiyan Qian, "Building a Global Virtual Repository of E/M-Government Knowledge Sharing," which had been prepared by the Division for Public Administration and Development Management (DPADM), UNDESA. After a brief introduction by Ms. Haiyan Qian, Mr. Deniz Susar of the Knowledge Management Branch, DPADM/UNDESA explained the technical details of the portal currently in development on e/m-government. The group responded positively to both presentations and discussed, in depth, details of the portal. The group agreed on the following action line items: (i) to record minutes of the meeting and other presentations as soon as possible in order to consolidate the group’s understanding of the information presented in the workshop; (ii) each organization to review the draft concept paper and to forward comments on the draft by 20 November 2007; (iii) each organization to propose two kinds of partner organizations: core partners (e.g., countries, cities, districts) and thematic partners (e.g., research institutions, ICT organizations) by 20 November 2007; (iv) UNDESA to decide the date of the next group meeting; and (v) UNDESA to prepare an official memorandum to be signed by each member by 1 December 2007. URL: http://www.unpan.org/directory/conference/guest/browseoneconference.asp?conference_id=2161 Study Tour of Elected Local Government Women Leaders in Africa 4 to 11 October 2007, Italy The Euro-Africa Partnership for Decentralized Governance is an initiative promoted by the Department of Economic and Social Affaires of the United Nations, the Regional Assembly of Tuscany in Italy and CALRE Conference of European Legislative Regional Assemblies. The project, by leveraging the forces of decentralized cooperation from Europe and Africa, aims at strengthening the capacities of local governments in the African continent for effective decentralization. As part of this initiative, a Study Tour of Elected Local Government Women Leaders in Africa was held in Italy from 4 to 11 October 2007. Participants in the study tour included elected women leaders from local governments in Cameroon, Burkina Faso, Liberia, Mali, Rwanda and Uganda. As part of the study tour, participants attended the Assembly of Local Institutions for Peace and Human Rights in Perugia, Italy and met officials of the Regional Assembly of Tuscany and of other Italian local institutions as well as representatives from the academia. World eParliament Conference 2007 10-12 October, Geneva On 11 October 2007, the United Nations Department of Economic and Social Affairs, the Inter-Parliamentary Union and the Association of Secretaries General of Parliaments (ASGP) held the World e-Parliament Conference 2007 in Geneva. The Conference, organized though the Global Centre for ICT in Parliament, brought together officials and MPs from 70 parliamentary delegations as well as representatives of international organizations, academia and civil society, to debate the challenges and benefits of the use of new technologies to modernize parliamentary processes and improve dialogue with citizens. The discussions ranged from the development of sustainable information services to the organizational challenges of ICT adoption by parliaments. A more technical Workshop "e-Parliament: managing innovation", organized on 10 October by the Global Centre, gathered more than 100 IT parliamentary staff to share experiences and information on available applications and tools to make parliaments work more effectively through ICT. The Conference was also preceded by a regional meeting of Latin American parliamentary officials, organized jointly with the Inter-American Development Bank with funding from the Government of Italy, which led to the establishment of a Network of IT experts in Latin American Parliaments. In addition, the Global Centre for ICT in Parliament organized on 12 October the first face-to-face meeting of members of the online Global Network of IT Experts in Parliament which helped establish a shared vision for the Network and define its modalities of work. The Global Network was set up by the Global Centre for ICT in Parliament in May 2007 as a virtual platform where IT experts can exchange information on the use of new technologies in parliament. Recent Publications New Book A book on "Innovation in Governance and Public Administration from around the World: Success Stories of the Winners of the United Nations Public Service Awards" will be issued shortly. This publication provides an overview of the United Nations Public Service Awards (UNPSA) programme's rationale, objectives, categories, criteria for selection, selection process, etc. It also offers information about the cases that won the UNPSA in the past 5 years and analyzes the impact of the UNPSA in terms of promoting innovation in governance in the winners' countries.

NEWS FROM RCOCI Regional Cooperation Office for City Informatization (RCOCI) http://www.apcity.org Consultative Meeting for the Establishment of Regional Knowledge Network of Telecentres in AsiaPacific RCOCI participated in the Consultative Meeting for the Establishment of Regional Knowledge Network of Telecentres in Asia-Pacific held on 27-28 September 2007 in Bangkok, Thailand. Organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the meeting gained support from government sectors, private sectors, civil societies and international organizations as well. It brought together participants from the Asia Pacific Region to discuss the projects with an aim to empower the poor and disadvantaged communities through the transformation of existing ICT access points in selected countries around the world into knowledge hubs of global knowledge networks. The meeting functioned as a forum for sharing experiences and lessons learned and for fruitful discussions among the stakeholders toward the establishment of a regional network of telecentres in Asia-Pacific. A “Regional Knowledge Network Strategy” was developed during the meeting. Coordination Meeting for Better Workflows of RCOCI E-journals On 17 September, a consultative and coordination meeting for better workflows of e-journals took place at the initiation of the UNPAN-AP Editorial Department and joined by representatives both from Shanghai Internet Economy Consulting Center and Shanghai Hotsales Science and Technology Networks Corporation, Ltd. Participants took great pride in the two e-journals of RCOCI, namely, Governance Asia-Pacific Watch and Asia-Pacific City Informatization Bulletin, and felt obliged to do a better job owing to the recent delay of publication caused by carelessness by one sector of the working unit. Agreements were reached among the three parties with regard to maintaining the news pages more effectively and improving the workflows to prevent possible delays of publication in the future. NEWS FROM UNCRD United Nations Centre for Regional Development http://www.uncrd.or.jp National Workshop on "Effective Enforcement and Dissemination of Building Code” in Nepal As a part of the project “Housing Earthquake Safety Initiatives” in UNCRD Disaster Management Planning Hyogo Office, a workshop was held in Lalitpur, Nepal, from 2 to 4 August 2007. The objectives were to (a) identify the country context problems in relation to supply and demands of building construction in urban areas; (b) make the case that building control is a policy problem and requires policy intervention from the decision makers; (c) work out development of generic framework for effective building code enforcement by city governments in Nepal; and (d) identify the scope and areas of necessary support to build capacity of local governments for effective Building Code (BC) enforcement. With seventy officials’ attendance from relevant ministries and municipalities in Nepal, the workshop dealt with four main themes: building code as a policy issue; development of BC enforcement and dissemination system for local governments; capacity building of local governments; and way forward for sustainable and effective BC enforcement and dissemination UNCRD/CISMID Workshop on "Wider Application of Building Code for Safer Housing" The Hyogo Office conducted a workshop on wider application of building code for safer housing, in Lima, Peru, on 23 August 2007. Around 40 participants from ministries, municipalities, academia, UN organizations, NGOs, and students attended the workshop. The main three topics were (a) mapping the problem of wider application of building code from the policy perspectives, (b) development of tools for integration of urban planning and building code enforcement system for local governments, and (c) strategies to sensitize and bring design professionals to the building code enforcement board.
