The coordinator is responsible for ensuring that the information is as correct as can be obtained. This requires a competent reliable company , with whom a relationship has been built or comes to them with good recommendations. Do not settle for a “Well, this is what you asked for…” product.
It will located the depth of the utility and confirm it‟s actual horizontal location. But a good potholing company can do than more than just look for utilities. They can identify or confirm other conflicts.

Prior Rights Research & Review Is the utility there by permit? Are they there with prior rights? Who has the obligation to prove it? Who has the obligation to double check it? What if it‟s in another municipality‟s jurisdiction or on private property?
Permitting / Encroachment Agreements /IGAs -Is it in one jurisdiction/municipality or multiple? -Is there an IGA in place to assign a lead agency? -Both legal staff and ROW agents may need to be involved.
Cost Analysis , Scheduling & Review Organize an “all call” utility coordination meeting as soon as a project is a GO! - Every utility must be involved from the beginning. Maintain good communications! -Respond to every e-mail and phone message as soon as possible. -schedule follow up contact and it helps to always have forms and docs that you can e-mail quickly upon request (whether it comes from you or the consultant.) Get relocation /installation cost estimates as soon as possible. Start an initial schedule as soon as possible. (Electric normally drives the pace) and understand Irrigation /RR agreements take the most time.

Construction Inspection & As-Builts
Construction inspection is contracted by the municipality or can be provided in house. The utility company will normally as-build their own, however, the municipality „s contractor will provide the as-builts for what they install.
Over-all, what should a Utility Coordinator do? They should have well developed relationships with the various utility company contacts. They should anticipate the needs of the project based on such variables as the complexity, people involved and even the political climate. They should see the project through the design and construction phases. They should understand that a project that works on paper needs to work in the field.
